Tier 3 cutoff was 422 for CGL 2016 and lowest final cutoff was 516.5. But, how can a candidate get almost 100 marks in a descriptive exam to get a post if he has just cleared the cutoff for tier 3. It means a number of student gave their exams with zero percent of getting selected finally. Why?
