There is something called the MCM scholarship which is disbursed to students whose household income is lesser than 5 LPA. There are other merit based scholarships which are hard to get, but hey if you have the brains there is a window!
Merit cum means scholarship offered by the central government. Alumni have some scholarship schemes. Some of the state governments provide scholarships for IIT students too. Loans are easy to get, there is an SBI branch inside the campus who provides loan quickly for the needy.
As I mentioned earlier, MCM scholarship is there in which you need to submit your family's income certificate and if this fulfills the conditions of the scholarship then you will be given that and in that your entire tuition fees will be cut of and you just have to pay the other fees. Other than this various scholarship are also there which are also good (i don't know much about them) Ya loan facility is also provided by the institute branch if sbi bank with reasonable interest rate.
WE used to get scholarship & so there was no need to take loan. However some of the students used to take loan from SBI or Canara bank. The process is hassle free for students of IIT.
As I have mentioned above, people who are falling the minimum income threshold will get a scholarship. Also there are two banks in the institute, Canara and SBI, both of which do offer loans at affordable interest rates to the students. These things are sorted out on the document verification day itself where banks open counters and inform clearly all the formalities.
No scholar ships will be offfered to my knowledge. May be you can get loans from banks. I have not tried. There is a bank available in the premises where you can ask for more information.

I have a friend who has availed loan facility from state bank of India. He has received the entire amount along with the laptop. The amount should be repaid after a year of passing out on a monthly basis. There are many other merit based scholarships and scholarships based on the parents income. The list of all the scholarships will be given before joining the college so the students can apply for that accordingly.
Yes, Several good scholarship and loan for students were offered by institute like MCM scholarship in which they waive our tuition fee and also get Rs.1000 per month as pocket money. I availed MCM so i needed to spend for Hostel FEE and Examination fee including BUS charges and Library fee.
