Saksham Scholarship is a Ministry of Human Resource and Development (MHRD) scheme implemented by the All India Council for Technical Education (AICTE). The scholarship is aimed to provide support to specially-abled children to pursue their technical education. Saksham Scholarship is provided for both degree level and diploma level. Being implemented by AICTE, the scholarship is offered to the eligible candidates who wish to pursue further education in any AICTE approved institution. The payment is made on an annual basis in the Aadhar linked bank account of the student through DBT (Direct Beneficiary Transfer) mode.

Saksham Scholarship Eligibility Criteria

The Eligibility Criteria for Technical Degree and Technical Diploma are more or less the same except few points.

Technical Degree

• Specially Abled students having equal to or more than 40% disability
• Family income should be less than Rs. 8 Lakhs per annum during the current financial year. Income certificates issued by State/UT need to be enclosed. In the case of married girls, the income of parents or in-laws, whichever is higher, will be considered. 
• Students must be admitted to a UG degree level program in any AICTE approved institute. 
• Students admitted in the first year of degree course or second year of degree course through lateral entry in any AICTE approved institute. 
• The selection of the student will be made on a merit basis on the qualifying examination for admission in the Degree course.
• No gender bias

Technical Diploma

• Specially Abled students having equal to or more than 40% disability
• Family income should be less than Rs. 8 Lakhs per annum during the current financial year. Income certificates issued by State/UT need to be enclosed. In the case of married girls, the income of parents or in-laws, whichever is higher, will be considered. 
• Students must be admitted to Diploma level courses in any AICTE approved institute. 
• The students must be admitted in the first year of the Diploma course or second year of the Diploma course through lateral entry in any AICTE approved institute. 
• The selection of the student will be made on a merit basis on the qualifying examination for admission in the Diploma course. 
• No gender bias

Other Terms and Conditions

• The gap between the qualifying exam and admission to the first year of Degree or Diploma should not be more than two years.
• Applications would be taken once a year. 
• Incomplete applications would be rejected. Only verified applications would be accepted for further process.
• If a candidate or dropped out, they will lose the scholarship.
• The scholarship would be granted only if the student does not receive financial assistance from any other source. If found, the scholarship amount has to be refunded to AICTE by the student. 
• To convert CGPA to Percentage, multiply 9.5 x CGPA. In case both CGPA and total marks are given, then total marks would be considered. If grades are shown, then grades would be converted to CGPA to calculate the percentage. 
• The list of shortlisted candidates will be published on the AICTE portal. Applicants can raise grievances within a month of releasing the list.
• Query regarding non-payment of scholarship due to wrong account number will be entertained up to six months of publishing of merit list.

Saksham Scholarship Benefits

For Degree courses, Rs. 50,000 per annum would be given for every year of study. Maximum four years for students admitted in the first year of Degree, and maximum three years for students admitted in second year degree through lateral entry. The lumpsum amount is paid towards the college fee, computer purchase, stationery, books, software purchases, etc. No additional payments would be made towards hostel expenses, medical expenses, etc.

For Diploma Courses, Rs. 50,000 per annum would be given for every year of study. Maximum three years for students admitted in the first year of Diploma, and maximum two years for students admitted in the second year of Diploma through lateral entry. How to Apply for Saksham Scholarship? 

If the candidate meets the eligibility criteria, they need to register through National Scholarship Portal (NSP); https://scholarships.gov.in/. 

1. To register, click on the ‘New Registration’ tab and fill in the required details. 
2. After registration, log in to your account using the registered user id and password, and fill in the application form with all the required details. 
3. Complete the application form and submit it.
4. After which, the host institution where the candidate is studying is required to verify the online application.
5. Department of Technical Education (DTE) of the respective State/UT must verify the online application and the documents submitted as the second level of scrutiny. 

Renewal of Saksham Scholarship 

The scholarship has to be renewed every year. The renewal application can be submitted through the National Scholarship Portal (NSP) by submitting the passing certificate or mark sheet of the previous year and the letter of the Head of the Institution. If the student fails to get promoted to the next class/ level, they will lose the scholarship.

• SSC or 10th Certificate
• HSC/12th Certificate in case of Technical Degree
• Diploma Certificate in case of a lateral entry for Technical Degree
• ITI Certificate in case of a lateral entry for Technical Diploma
• Bank Passbook of the Aadhar linked bank account in the student’s name, showing the bank account number, IFSC code and Photograph. 
• Disability Certificate
• Aadhar card
• Study Certificate
• Annual Family Income Certificate for the preceding financial year in the prescribed format by a government official, not below the rank of Tehsildar. 
• Bank Mandate Form
• Caste Certificate for SC/ST/OBC category (if applicable). 
• Admission letter issued by Directorate of Technical Education for admission in Diploma or Degree course. 
• Certificate issued by Director/ Principal/ Head of Institute
