CAF APL Housing Aid Ends for Non EU Students in France: July 2026 Rules, Exceptions and Who Still Qualifies

The French government has ended CAF housing aid (APL) for most non-EU students from July 1, 2026. The cut hits Indian students who fund their studies without a French social-criteria scholarship. Decree No. 2026-552, published in the Official Journal on June 28, 2026, sets the new rule. Only scholarship holders, apprentices, and working students keep the €100 to €250 monthly benefit.

• Around 95% of the 315,000 non-EU students in France lose the CAF housing benefit. Only 2 to 3% hold a social-criteria scholarship.
• Indian students on long-stay VLS-TS visas without a scholarship must now cover full rent themselves. Current recipients lose the subsidy alongside new arrivals.
