University of Passau fees for Indian students are among Europe’s lowest: zero tuition at both Bachelor and Master level, applied uniformly to the MSc Artificial Intelligence Engineering, MSc Computer Science, MSc International Economics and Business, and every LL.B. or BSc programme. The only university-side payment is the semester contribution of €112 (INR 10,696) per term.

Your realistic entry is Winter Semester 2027/28 starting October 2027, with a hard uni-assist deadline of 15 July 2027. Summer Semester 2027 accepts only a limited set of programmes; most Passau Masters, including MSc Artificial Intelligence Engineering, are winter-only. The one unavoidable cost is the German blocked account of €11,904 (INR 11.37 Lakhs) per year, a visa-proof deposit that remains your money.

  • Tuition fee (all programmes, all levels): €0 for international and domestic students
  • Semester contribution: €112 (INR 10,696) per semester, covers student services and regional transport pass
  • uni-assist application handling fee: €75 (INR 7,163) first application, €30 (INR 2,865) each additional
  • German blocked account (Sperrkonto) for visa: €11,904 (INR 11.37 Lakhs) per year, released to you monthly at €992 (INR 94,736)
  • DAAD Masters Scholarship: €992 (INR 94,736) per month tax-free, plus insurance and travel

A two-year Masters at Passau costs Indian students roughly INR 22 to 26 Lakhs total, and a three-year Bachelor around INR 30 to 35 Lakhs, both figures including blocked account funding, insurance, rent, and one return flight, with zero tuition anywhere in the calculation.

Winter Semester 2027/28: Planning-Stage Cycle for Indian Students

Intake: Winter Semester 2027/28 is your realistic entry, applications open November 2026 via uni-assist, hard deadline 15 July 2027. Summer Semester 2027 (April 2027 start, deadline 15 January 2027) is open only for a limited set of programmes and not for the MSc Artificial Intelligence Engineering or MA Development Studies. Germany’s student visa takes 6 to 12 weeks at Indian consulates, plan the blocked-account setup by 15 June 2027.

Fee update: Tuition remains €0 for every international student at Passau in 2027/28. Semester contribution holds at €112 (INR 10,696), unchanged since 2023, and the federal blocked-account minimum stays at €11,904 (INR 11.37 Lakhs) per year for this intake.

When to pay: The €75 (INR 7,163) uni-assist fee is due at application submission. The €112 (INR 10,696) semester contribution is billed after admission and before enrolment in September 2027; there is no upfront tuition deposit at any German public university.

Scholarships: The DAAD Study Scholarships for Indian Masters graduates are open, deadline 31 October 2026 for the October 2027 start. Inlaks, JN Tata, and KC Mahindra open in January 2027. KAAD accepts applications year-round for eligible candidates.

Note: Your total payment to the University of Passau across a full two-year Masters is €448 (INR 42,784), four semester contributions in total. That is often less than a single UK university’s application fee. Every other cost, blocked account, insurance, rent, is paid to the German state, an insurer, or your landlord, never to Passau itself.

University of Passau Semester Contribution and Blocked Account Trend by Year

Since Passau charges no tuition, year-on-year cost variation for an Indian student comes from two levers: the semester contribution set by the university, and the blocked-account minimum set by Germany’s Federal Foreign Office. Both are shown below across five years.

Year Semester Contribution (EUR) Semester Contribution (INR) Blocked Account per Year (EUR) Blocked Account per Year (INR)
2022 €100 INR 9,550 €10,332 INR 9.87 Lakhs
2023 €112 INR 10,696 €11,208 INR 10.70 Lakhs
2024 €112 INR 10,696 €11,208 INR 10.70 Lakhs
2025 €112 INR 10,696 €11,904 INR 11.37 Lakhs
2026 €112 INR 10,696 €11,904 INR 11.37 Lakhs

Sources: University of Passau semester fee page; German Federal Foreign Office for blocked-account minimums.

The semester contribution has held at €112 for three years running, a rare pocket of complete price stability in international education. The blocked account moved from €10,332 to €11,904 over four years, a total increase of INR 1.50 Lakhs. That single figure, not tuition, is the primary cost variable at any German public university and the one Indian applicants need to budget forward for.

Key Insight: Your Winter Semester 2027/28 intake will be billed at the current €112 (INR 10,696) semester contribution and the €11,904 (INR 11.37 Lakhs) blocked-account minimum in force. The Federal Foreign Office reviews the blocked-account amount annually, budget a 3 to 5% buffer, roughly INR 40,000 to INR 55,000 more, if you are already planning for the Winter Semester 2028/29 intake after this one.

University of Passau Cost of Living for Indian Students in Passau

Passau is a small university town of about 55,000 people in southeast Bavaria, roughly half the cost of Munich or Frankfurt. A typical Indian student spends €800 to €900 per month (INR 76,400 to INR 85,950), well below the €992 per month baseline the German visa office assumes.

Expense Monthly (EUR) Monthly (INR) Annual (INR) Notes for Indian Students
Shared apartment (WG room) €300 to €400 INR 28,650 to INR 38,200 INR 3.44 to INR 4.58 Lakhs Studentenwerk halls cheapest, apply 4 months ahead
Groceries and household €200 to €250 INR 19,100 to INR 23,875 INR 2.29 to INR 2.87 Lakhs Lidl and Aldi for staples; Indian grocers in Munich (2 hours)
Public health insurance €130 INR 12,415 INR 1.49 Lakhs Mandatory; use TK or AOK for students under 30
Transport (semester ticket covered) €10 to €25 INR 955 to INR 2,388 INR 11,460 to INR 28,650 Semester ticket covers Passau and regional trains
Utilities and internet €50 to €80 INR 4,775 to INR 7,640 INR 57,300 to INR 91,680 Often bundled in WG "Warmmiete" rent
Phone and personal €30 to €50 INR 2,865 to INR 4,775 INR 34,380 to INR 57,300 Aldi Talk or Lidl Connect offer €8-10 monthly plans
Median total €850 INR 81,175 INR 9.74 Lakhs Excluding one-off setup costs

Sources: University of Passau international office; Numbeo Passau cost of living for city verification.

Note: The blocked-account rule assumes €992 per month (INR 94,736) of spending. In Passau you will typically run a monthly surplus of €90 to €150 (INR 8,595 to INR 14,325). That surplus remains yours, withdrawable from the blocked account at the €992 monthly cap or usable for savings toward the second-year deposit renewal.

Rent is the single biggest lever. Studentenwerk Niederbayern-Oberpfalz operates university dormitories from €260 per month all-in, but demand exceeds supply, apply the moment you accept your offer. A private Wohngemeinschaft (WG) room off wg-gesucht.de sits between €320 and €400 per month for Passau’s central Innstadt or Grubweg neighbourhoods.

Currency Tip: Fund your blocked account for the Winter 2027/28 intake through Expatrio, Fintiba, or Coracle, all three use the ECB reference rate rather than the retail bank spread. A raw SWIFT transfer through an Indian bank loses 2 to 3% to spread and fees, on €11,904 that is INR 22,000 to INR 34,000 you keep by choosing the right provider.

Total Cost of Studying at University of Passau for Indian Students

Your Year 1 all-in cost at Passau sits around €10,500 to €12,300 (INR 10.03 to INR 11.75 Lakhs) before one-off setup, or approximately INR 12 to 14 Lakhs once flights, APS, WG deposit, and initial supplies are included. A full two-year Masters totals roughly INR 22 to 26 Lakhs for a moderate spender.

Mandatory Fees column covers two semester contributions of €112 each (€224) plus the Germany student visa fee of €75. Add approximately INR 2 to 3 Lakhs of first-year setup costs (see Hidden Costs section) for the realistic all-in figure. Living cost basis is 12 months (Masters basis). Source: University of Passau cost-of-living guidance.

A full two-year MSc Artificial Intelligence Engineering or MSc International Economics and Business totals roughly INR 24 Lakhs at the moderate scenario. If funded entirely through an education loan at 10.5%, the EMI works out to approximately INR 32,000 per month over a 10-year tenure. Most Indian students at Passau part-fund it from savings and cover only INR 12 to 15 Lakhs through loan, dropping the EMI to around INR 20,000 per month.

Key Insight: For the Winter 2027/28 intake, your controllable Year 1 saving is roughly INR 2.30 Lakhs by choosing a Studentenwerk hall over a private studio. Lock the Studentenwerk application within 48 hours of admission, waiting until August 2027 typically means the hall waitlist has already closed for that October start.

University of Passau Scholarships for Indian Students

Passau itself offers a limited number of institutional awards, since German public universities rely mostly on federal DAAD funding rather than internal scholarships. For Indian students, the meaningful money comes from DAAD, the Deutschland-Stipendium, and India-side private trusts.

Tip for Indian Students: Submit the DAAD Masters Scholarship application by 31 October 2026 for the Winter 2027/28 intake. It is the single highest-value award at €11,904 (INR 11.37 Lakhs) across a year, matching your entire blocked-account requirement, and tax-free in Germany. Stack it with the Inlaks or KC Mahindra applications in January to March 2027 for compounded funding coverage.

University of Passau Payment Options and Blocked Account for Indian Students

Since Passau charges no tuition, your "payments" are structured differently from UK or US universities. The university receives only the semester contribution, while the German government requires proof of a funded blocked account before issuing your student visa. The blocked account, or Sperrkonto, holds €11,904 (INR 11.37 Lakhs) as a financial-proof deposit, not a fee to anyone; it remains your money, released monthly to your German account after arrival.

Methods of Payment for University of Passau

  • Blocked account (Sperrkonto) providers: Expatrio, Fintiba, or Coracle, all fully online for Indian applicants; €0 to €50 one-time setup depending on provider
  • Bank transfer / SWIFT: for funding the blocked account from your Indian bank; typically €10 to €30 in bank fees
  • SEPA direct debit: for the semester contribution once you have opened a German account (Sparkasse Passau, N26, or Deutsche Bank)
  • Forex card: for the €75 (INR 7,163) uni-assist application fee and €75 (INR 7,163) visa fee; saves 2 to 3% versus a raw bank wire
  • Education-loan disbursement: Indian PSU banks send funds directly to the blocked-account provider on a signed request

Steps to Pay the Tuition Fee for International Students at University of Passau

  1. Pay the €75 (INR 7,163) uni-assist application handling fee at submission, via forex card or bank transfer
  2. Receive the university’s admission letter (Zulassungsbescheid) 6 to 10 weeks after applying, once the uni-assist file clears
  3. Open a blocked account with Expatrio, Fintiba, or Coracle; fund it with €11,904 (INR 11.37 Lakhs) from India
  4. Book your Germany student visa appointment at the German consulate in Mumbai, New Delhi, Chennai, Bengaluru, or Kolkata
  5. Pay the semester contribution of €112 (INR 10,696) after arrival, via SEPA direct debit from your new German bank account, before the enrolment deadline
  6. Keep every payment receipt in your visa file: blocked-account statement, admission letter, APS certificate, insurance certificate, all requested at the consulate

The semester contribution is due once per term (winter and summer). No instalment plan is needed given the modest amount, and there is no early-payment discount because there is no tuition to discount against.

Source: University of Passau international finances guidance.

Tip for Indian Students: For a Winter 2027/28 start, fund your blocked account by 15 June 2027 to leave 6 to 8 weeks for the German student visa at your regional consulate. SWIFT transfers from Indian banks to European accounts take 3 to 5 working days, and the visa appointment cannot be booked without the blocked-account confirmation. Missing that mid-June window typically pushes you to Summer 2028 at best.

Hidden Costs of Studying at University of Passau

For the Winter 2027/28 intake, budget your one-off setup costs alongside the €11,904 (INR 11.37 Lakhs) blocked account. Most fall due between visa application and your first month in Passau, and Indian families often underestimate them by INR 1 to 2 Lakhs.

  • uni-assist fees: €75 (INR 7,163) first application + €30 (INR 2,865) per additional programme; most students apply to 2 or 3 Masters, budget €135 to €165 (INR 12,893 to INR 15,758)
  • Germany student visa fee: €75 (INR 7,163), paid at the German consulate in India
  • APS (Academic Evaluation Centre) certificate: approximately INR 18,145, mandatory for Indian applicants since November 2022
  • Blocked-account setup: €0 to €50 (INR 0 to INR 4,775) depending on provider (Expatrio, Fintiba, or Coracle)
  • Public health insurance: €120 to €130 per month (INR 11,460 to INR 12,415), starts from arrival day
  • WG deposit (Kaution): typically 2 to 3 months’ rent upfront to the landlord, roughly €600 to €1,200 (INR 57,300 to INR 1.15 Lakhs), refundable on move-out
  • IELTS or TestDaF retake: INR 17,000 (IELTS) or €195 (INR 18,623) for TestDaF if scores fall short
  • Flight to Munich (nearest airport, 2 hours from Passau): INR 45,000 to INR 65,000 one-way in September peak season
  • Setup in Passau: bedding, kitchenware, warm clothing, first grocery run, roughly INR 25,000 to INR 40,000

Budget approximately INR 2.5 to 3 Lakhs for first-year hidden costs, on top of the blocked account and semester contribution.

Note: The hidden cost Indian families most often forget is the WG deposit (Kaution), typically €900 (INR 85,950) sitting locked with the landlord for the full lease. It is separate from your blocked account and must be paid within the first week of arrival. Plan it into your first-month cash-flow rather than the annual living budget.

Fee Saving Strategies for Indian Students at University of Passau

The most urgent saving lever for the Winter 2027/28 intake is the DAAD Masters Scholarship deadline of 31 October 2026, missing it means paying the full €11,904 (INR 11.37 Lakhs) out of pocket instead of receiving it as a tax-free stipend across the year.

  • Live in Studentenwerk halls: €260 to €320 per month all-in versus €400+ for a private WG, saves INR 96,000 to INR 1.44 Lakhs a year. Apply the moment you accept admission, waitlists run 2 to 4 months long
  • Take a Werkstudent (student job): German law lets international students work 140 full days or 280 half days per year at up to €13.50 per hour, earning €600 to €900 per month (INR 57,300 to INR 85,950) tax-free within the mini-job limit
  • Use Section 80E tax deduction in India: your parents can deduct 100% of education-loan interest for 8 years from taxable income, no upper limit, saving approximately INR 90,000 to INR 1.5 Lakhs across your Masters
  • Claim the Deutschland-Stipendium: once enrolled at Passau, apply for the €300 per month (INR 28,650) top-up, awarded to the top 5% of enrolled students each year
  • Post-study work rights: Germany’s 18-month Job-Seeker Visa after graduation lets you stay, work full-time, and repay the loan from a Munich or Berlin salary of €55,000 to €70,000 gross per year (INR 52.53 to INR 66.85 Lakhs); the average EMI on a INR 20 Lakh loan is INR 27,000 per month, easily covered by a junior developer’s take-home

Tip for Indian Students: The single highest-value saving lever for the Winter 2027/28 intake is a successful DAAD Masters Scholarship, worth €992 per month (INR 94,736), or roughly INR 22.7 Lakhs across a two-year Masters, tax-free. That single award, if landed, covers your entire Passau study cost with a small surplus. Submit by 31 October 2026 with 2 letters of recommendation, a motivation statement, and CV.

Is University of Passau Worth the Cost for Indian Students

Yes for MSc Artificial Intelligence Engineering, MSc Computer Science, and MSc International Economics and Business, where you exit with a two-year Masters for a total of roughly INR 24 Lakhs, one-quarter the cost of a comparable UK degree and one-fifth of a US Masters. The verdict flips less clearly for German-taught Bachelor programmes where the language barrier and 6-semester timeline push effective cost past INR 33 Lakhs.

Passau ranks #603 globally and #65 in Germany on the Collegedunia Study Abroad ranking for 2026, and sits at #601-800 worldwide on Times Higher Education 2026. Its Business and Economics subject rank is #201-250 on THE 2026, competitive globally for a mid-sized public university, and the CHE Ranking 2026 places Law, Business Administration, and Information Systems in Germany’s top tier.

Post-study economics work in Passau’s favour for Indian students. Germany’s 18-month Job-Seeker Visa lets you stay after graduation, and a junior software engineer or business analyst in Munich earns €55,000 to €70,000 gross per year (INR 52.53 to INR 66.85 Lakhs). Your monthly take-home of €2,900 to €3,400 (INR 2.77 to INR 3.25 Lakhs) comfortably absorbs the INR 27,000 EMI on a INR 20 Lakh education loan across a 10-year tenure.

Key Insight: For the Winter 2027/28 intake, net cost of a Passau Masters after a partial DAAD or KAAD stipend and a steady Werkstudent job typically drops to INR 12 to 15 Lakhs total. Payback horizon on that debt from a Munich starting salary is under 3 years, faster than nearly any UK, US, or Australian route currently available to Indian students.

Studying at the University of Passau costs an Indian student roughly INR 22 to 26 Lakhs across a full two-year Masters, dominated by the €11,904 (INR 11.37 Lakhs) blocked account rather than any tuition fee. The DAAD Masters Scholarship, if secured by the 31 October 2026 deadline, drops effective cost to under INR 5 Lakhs across the entire degree. Combined with a Werkstudent role paying €600 to €900 per month (INR 57,300 to INR 85,950) and the 18-month post-study Job-Seeker Visa leading into a Munich or Berlin junior role, Passau is one of the highest-return destinations in Europe for the Winter Semester 2027/28 intake. Your two actions for this cycle: prepare the DAAD application by 31 October 2026, and complete the uni-assist admission file well before the 15 July 2027 deadline.

  • WG Gesucht is a very popular site where you can get legit dorms. But make sure to communicate properly and follow up once in a while because they will ask you to pay in advance (500 euros) before coming. Mostly they are not fake (at least for me).
  • Advice: Make sure to ask them for a live demo of the room and then secure the contract.
