In response to states demanding cancellation of exams, the University Grants Commission has announced that cancellation of exams will not be in the best interest of the students.
The UGC said that ample time and options have been given to the universities to conduct the exams and conducting exams will be in the long term interest of the students. The guidelines issued are towards bringing uniformity in terms of assessment of the students.
The University Grants Commission further added that even the best universities are conducting the examinations in the worldwide pandemic situation. They are conducting exams in online mode and not awarding ant certificates without conducting any assessment.
The guidelines released by UGC stated that first and second-year students have been exempted from the examinations and will be assessed on the basis of the previous semester and internal assessments.
The UGC Secretary, Rajnish Jain has clarified that the examinations should be conducted mandatorily and the guidelines issued by UGC have to be abided by the universities.
The guideline issued has also mentioned that in case a student couldn't appear for the examination, then special examinations to be conducted by the universities.

The UGC Secretary also said that the Punjab government has written a letter and in response, UGC has provided a number of reasons for how the decision taken is to the best of interest for the students.
To be concluded, the UGC guidelines are mandatory for all the Higher Education Institutions (both private and government). Though the guidelines are not applicable to 155 Institutions of National Importance.
