PennWest California, formerly California University of Pennsylvania, is now part of Pennsylvania Western University (PennWest). For Indian students, the university offers programmes in areas such as management, computer science, nursing and education, with relatively lower tuition compared with many US universities. Students can consider the Spring 2027 or Fall 2027 intake, depending on the programme and visa timeline.
At the current annual rates, the estimated all-in cost would be USD 134,304 (INR 1.29 Crore) for a four-year bachelor’s and USD 73,536 (INR 70.47 Lakhs) for a two-year master’s. These are planning figures and can change with future living costs and other university charges. Students should also begin the F-1 visa process early to allow enough time before their chosen intake.
Spring 2027 and Fall 2027 Intakes:
Intake: Spring 2027 (January start) is workable only if you apply now and finish the F-1 visa before December 2026. The main intake for Indian applicants is Fall 2027 (August start), which has full runway. Summer terms are minor and rarely used for a first US entry.
When to pay: An enrollment deposit is due after you accept the offer and before the I-20 is issued, well ahead of each intake. Full payment mechanics sit in the payment section below.
Scholarships: PennWest's own aid is mostly need-based and US-resident-focused, so Indian students lean on the low sticker price plus external India-side awards (JN Tata Endowment, KC Mahindra, Narotam Sekhsaria), whose annual cycles open early in the year.
Note: All INR figures use 1 USD = 95.83 INR.

For 2026-27, international tuition at PennWest California is USD 11,574 (INR 11.09 Lakhs) per year for undergraduate students and USD 13,932 (INR 13.35 Lakhs) per year for graduate students. The university uses a flat tuition rate based on the study level, so the tuition does not change based on the major. For example, business and computer science undergraduate programmes follow the same international tuition rate.
The figures below are the full-time international rate. A part-time or per-credit charge of USD 521 (INR 49,927) per credit applies only if you take fewer than 12 credits.
| Component | Annual (USD) | Annual (INR) |
|---|---|---|
| Tuition (international, full-time) | USD 11,574 | INR 11.09 Lakhs |
| Mandatory university fees | USD 4,224 | INR 4.05 Lakhs |
| Tuition and fees total | USD 15,798 | INR 15.14 Lakhs |
Graduate tuition is USD 13,932 (INR 13.35 Lakhs) per year for international students. The on-campus per-credit master's rate is USD 836 (INR 80,114), and a lower-cost Global Online master's option is charged at USD 568 (INR 54,431) per credit.
| Component | Annual (USD) | Annual (INR) |
|---|---|---|
| Tuition (international, full-time) | USD 13,932 | INR 13.35 Lakhs |
| Mandatory university fees | USD 4,794 | INR 4.59 Lakhs |
| Tuition and fees total | USD 18,726 | INR 17.95 Lakhs |
PennWest charges a single international tuition rate for each study level, rather than setting different rates for individual majors. This means a bachelor’s in Computer Science has the same tuition rate as a bachelor’s in Nursing. The total tuition depends mainly on the length of the programme.
The figures below are for full-time tuition only and do not include additional university fees, accommodation or living expenses.
| Programme | Level | Duration | Annual tuition | Total tuition |
|---|---|---|---|---|
| B.S. Computer Science | Undergraduate | 4 years | USD 11,574 (INR 11.09 Lakhs) | USD 46,296 (INR 44.37 Lakhs) |
| B.S. Business Administration | Undergraduate | 4 years | USD 11,574 (INR 11.09 Lakhs) | USD 46,296 (INR 44.37 Lakhs) |
| B.S. Nursing | Undergraduate | 4 years | USD 11,574 (INR 11.09 Lakhs) | USD 46,296 (INR 44.37 Lakhs) |
| MBA | Postgraduate | 2 years | USD 13,932 (INR 13.35 Lakhs) | USD 27,864 (INR 26.70 Lakhs) |
| M.Ed. Education | Postgraduate | 2 years | USD 13,932 (INR 13.35 Lakhs) | USD 27,864 (INR 26.70 Lakhs) |
| M.S. Criminal Justice | Postgraduate | 2 years | USD 13,932 (INR 13.35 Lakhs) | USD 27,864 (INR 26.70 Lakhs) |
Note: The figures above are annual, not full-programme. Budget the annual number twice for a two-year master's and four times for a bachelor's. The per-credit rate matters only if you drop below full-time, which also risks your F-1 (student) visa status.
PennWest has held base tuition flat for seven straight years, so the year-over-year change on the core tuition rate has effectively been 0%. This is the university's own stated position, not an estimate.
| Rate line | Status | Effect for Indian students |
|---|---|---|
| Base (in-state) tuition | Frozen 7 years | Anchors the international rate, which is a fixed multiple of it |
| International (out-of-state) tuition, 2026-27 | USD 11,574 UG / USD 13,932 PG | No increase carried from the base freeze |
Key Insight: The Spring 2027 and Fall 2027 intakes are both billed at the frozen 2026-27 rate, so waiting for the main Fall intake does not cost you a tuition hike on the base rate. Mandatory fees can still shift slightly year to year, so confirm the fee line on your billing statement before you pay.

Living costs at PennWest California run about USD 17,720 (INR 16.98 Lakhs) per year for an on-campus undergraduate, using the university's own Cost of Attendance breakdown. California is a small, low-cost town in rural southwestern Pennsylvania, which keeps housing and food well below big-city US rates.
| Expense | Monthly (USD) | Monthly (INR) | Annual (INR) | Notes for Indian students |
|---|---|---|---|---|
| Housing | USD 810 | INR 77,622 | INR 7.76 Lakhs | On-campus residence halls; off-campus is slightly cheaper |
| Food | USD 479 | INR 45,903 | INR 4.59 Lakhs | Cook to cut this sharply; meal plans cost more |
| Books and supplies | USD 126 | INR 12,075 | INR 1.21 Lakhs | Buy used or rent to save |
| Personal | USD 228 | INR 21,849 | INR 2.18 Lakhs | Phone, clothing, incidentals |
| Transportation | USD 129 | INR 12,362 | INR 1.24 Lakhs | Small town, mostly walkable; a car is optional |
Note: Off-campus living drops the all-in bill by about USD 2,210 (INR 2.12 Lakhs) a year versus on-campus, mostly through cheaper housing and food.
Currency Tip: Your first big transfer covers the deposit plus first-term charges for the Spring 2027 or Fall 2027 intake. Move it through a forex card or the university's named payment provider rather than a raw bank wire, which saves 2% to 3% on the transaction.

Year one costs about USD 33,576 (INR 32.18 Lakhs) all-in for an on-campus undergraduate and USD 36,768 (INR 35.23 Lakhs) for a graduate student, using PennWest's published Cost of Attendance. These totals bundle tuition, mandatory fees, housing, food, books, personal, and transport.
| Scenario | Tuition (INR) | Fees (INR) | Living and other (INR) | Total Year 1 (INR) |
|---|---|---|---|---|
| Undergraduate, on-campus | INR 11.09 Lakhs | INR 4.05 Lakhs | INR 16.98 Lakhs | INR 32.18 Lakhs |
| Undergraduate, off-campus | INR 11.09 Lakhs | INR 4.05 Lakhs | INR 14.86 Lakhs | INR 30.06 Lakhs |
| Graduate, on-campus | INR 13.35 Lakhs | INR 4.59 Lakhs | INR 17.24 Lakhs | INR 35.23 Lakhs |
Across a full degree, a four-year bachelor's runs about USD 134,304 (INR 1.29 Crore) and a two-year master's about USD 73,536 (INR 70.47 Lakhs). Financing a master's with a loan of roughly INR 40 Lakhs works out to an EMI near INR 54,000 a month over ten years at about 10.5%.
Key Insight: The single biggest saving you control is living off-campus, worth about INR 2.12 Lakhs a year. Lock a shared lease before the Fall 2027 term starts, because on-campus housing is billed automatically once you sign the residence agreement.
PennWest's own scholarships and grants are mostly need-based and tied to the FAFSA, which is open to US citizens and permanent residents, so most do not reach F-1 international students. For Indian students, the real levers are the low sticker price, the seven-year tuition freeze, and external India-side awards.
The university reports USD 19 million awarded in aid with 86.5% of undergraduates receiving some support, though that pool is largely federal and state aid for domestic students. Confirm eligibility for any named award with the financial aid office before counting on it.
| External Indian scholarship | Typical cycle | Who it suits |
|---|---|---|
| J.N. Tata Endowment (loan scholarship) | Opens early in the year | Any Indian graduate going abroad |
| K.C. Mahindra Scholarships for Post-Graduate Studies Abroad | Spring cycle each year | Master's applicants |
| Narotam Sekhsaria Foundation Scholarship | Spring cycle each year | Postgraduate study abroad |
Tip for Indian Students: For the Fall 2027 intake, target the J.N. Tata Endowment and K.C. Mahindra cycles that open early in 2027, because both close months before your August start. Do not wait for a PennWest merit award that is unlikely to apply to your F-1 status.

An enrollment deposit is required after you accept the offer, and it must clear before PennWest issues your I-20, the document you need to apply for the F-1 (student) visa. The deposit counts toward your first-term tuition.
Methods of payment for international students:
Using a forex card or the university's provider instead of a raw wire typically saves 2% to 3% on each transfer.
Steps to pay the tuition fee for international students:
Note: For a Spring 2027 (January) start, clear the deposit and get your I-20 by November 2026 so the F-1 interview and three-to-eight-week visa processing finish before term begins. Bank wires from India can take several working days, so start early.
Budget for one-time US visa and setup costs on top of tuition and living, mostly falling in the months before you fly for the Spring 2027 or Fall 2027 intake.
Budget approximately INR 3 Lakhs to INR 5 Lakhs for first-year hidden costs, driven mainly by health insurance and the two US government visa fees.
Note: The cost families most often forget is US health insurance, which most US universities require and bill to your student account. Plan for INR 1.44 Lakhs or more before your first term.
The most urgent lever for the Fall 2027 intake is your housing choice, which alone shifts the annual bill by about INR 2.12 Lakhs. A few more moves stack real savings.
Tip for Indian Students: For the Fall 2027 intake, choosing an off-campus shared lease and cooking at home is your single highest-value saving, worth about INR 2.12 Lakhs a year with no effect on your F-1 status. Sign the lease before term starts to avoid being auto-billed for a residence hall.
Also check,
For the Fall 2027 intake, plan for a first-year budget of INR 32 Lakhs for a bachelor’s and INR 35 Lakhs for a master’s, before external scholarships. Funding options such as the J.N. Tata Endowment and K.C. Mahindra Scholarship can help reduce the amount you need to arrange. A INR 40 lakh education loan would mean an EMI of INR 54,000 per month at 10.5% interest for 10 years.
Start the deposit and I-20 process early so you have enough time for the F-1 visa application and interview. Keeping the visa timeline in mind from the start can help avoid delays before the Fall 2027 intake.

I think our course curriculum is very good and it is a good foundation to learn the basics of what we need to know for our program. It also gives us the ability to take classes in specific areas of our program as well.
Our tuition is about $10,000 each semester and then we have other fees such as room and board. Then we have student fees for things like the health center, the gym, the counseling center, the writing center, the student center and also fees to go towards the different types of activities we have.
