Yes, with around 22,000 SC category rank and Delhi home state quota, you have a very strong chance of getting CSE at Maharaja Surajmal Institute of Technology through IPU counselling. Previous SC cutoff ranks for MSIT CSE were much higher, so your chances are excellent in regular rounds itself.
