CA November 2020: Online Exam not Possible, ICAI tells SC

The Institute of Chartered Accountants India (ICAI) informed the Supreme Court about its problem of conducting ICAI CA November 2020 in online mode.

ICAI has already released the dates for the ICAI CA November 2020 exam of both the groups (I and II). The authority will conduct the exam from November 21 to 27 for the group I and from November 29 to December 6 for group II.

Previously, many aspirants asked the authority to conduct exams in online mode due to increasing cases of COVID-19. The Institute stated that the CA exam is a detail-oriented exam. They test the analytical skills of the candidates through the exam.

It is practically very difficult to carry the exam and justify the examination process with MCQs- based questions. Apart from this, ICAI is also facing issues regarding the examination centers. The bench consisted of Justices A.M. Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna.

The petitioners have objected that necessary guidelines for smooth conduct of exams are not taken into account. They have demanded the authorities to release a proper framework as to how proper precautions will be taken during the exam.

Adding to the vows, the Supreme Court discarded the petition related to SOP guidelines for the organized conduct of exams.

To defend their point, Senior Advocate Ramji Srinivasan spoke on part of ICAI that they accept that they do not hold good infrastructural facilities for doctors at the examination centers. Moreover, they also do not have separate isolation rooms at the centers, but aspirants must be sensible in this regard and do not ask for a concession.

The candidates also demanded traffic and accommodation facilities. In this matter, ICAI has appealed to the Ministry of Home Affairs to allow applicants to book hotels through their soft copy of the admit card.

The Supreme Court took the decision in favor of ICAI. They agreed to the point that the CA November exam is subjective or descriptive in nature. Since it is not possible to attempt the paper in an objective-type question pattern, the exam will be conducted in offline mode.

Earlier the exams were scheduled to be conducted in July 2020 but SC recommended the Institute to plan the exams later in November.
