India Has Recorded 110% Rise In MBBS Seats Since 2014, Parliament Informed; Check Details Here

New Delhi: The Parliament on July 28, 2023 was informed that there had been an 82% increase in the number of medical colleges in the nation, from 387 before 2014 to 704 currently, and a 110% increase in the number of MBBS seats, from 51,348 to 1,07,948 in the same period.

Union Health Minister Mansukh Mandaviya stated in a written response to a question in the Lok Sabha that there has also been a 117% increase in the number of PG medical seats in the nation from 31,185 prior to 2014 to 67,802 as of this writing.

According to Mr. Mandaviya, a centrally supported scheme (CSS) for the "establishment of new Medical Colleges attached with existing district/referral hospitals" has approved 101 medical colleges in the last five years, including one in Assam.

He claimed that "the government has increased the number of medical colleges and, as a result, the number of MBBS seats." The Union health ministry administers the CSS with a preference for underserved areas and aspirational districts without public or private medical colleges, with a fund-sharing ratio of 60:40 for the other states and 90:10 for the northeastern and special category states.

Five of the 157 government medical colleges that have been allowed under the program's three phases are in Assam, according to Mr. Mandaviya. The CSS for the establishment of new medical colleges by upgrading district/referral hospitals, under which 157 new medical colleges have been approved and 107 of those are already functional, is one of the measures and steps taken by the government to improve the medical standards in the nation, he continued.

To expand the number of MBBS (both UG and PG) seats, the CSS was adopted to reinforce and upgrade the current state government- or center-run medical colleges. Support has been given to add 4,677 MBBS seats in 77 institutions at a cost of $5,612.25, 4,058 PG seats in 72 colleges at a cost of $1,498.43 crore in the first phase, and 3,957 PG seats in 62 colleges at a cost of $4,461.44 crore in the second phase.

The Pradhan Mantri Swasthya Suraksha Yojana's (PMSSY) "upgradation of government medical colleges by construction of super-specialty blocks" has cleared a total of 75 projects, 62 of which are now finished, the minister said. According to the CSS, 22 of these institutes have been approved for the creation of a new all-India institute of medical sciences.

Mr. Mandaviya claims that in 19 of those, undergraduate sessions have already started. The National Medical Commission Act of 2019 establishes a framework for medical education that increases access to high-quality, reasonably priced medical education and guarantees the availability of qualified medical professionals across the nation.

The NMC has also made a number of improvements to the standard and cost of medical education in the nation. In order to address a faculty shortage, the National Board of Examinations (NBE) has recognised the Diplomate of National Board (DNB) through NBE-awarded credentials for recruitment as faculty members.

The minister noted that the age restriction for appointments, extensions, and reemployment for the positions of teachers, deans, principals, and directors in medical colleges has been raised to 70 years of age. In order to expand the number of postgraduate medical seats available in the nation, he added, the teacher-student ratio has been rationalised.

According to Mr. Mandaviya, there are now fewer restrictions on the amount of beds, instructional staff, and other facilities needed to establish medical institutions. The NMC Act also allows for the establishment of standards for the calculation of tuition and other fees for 50% of the seats in private medical schools and deemed-to-be universities that are subject to its regulations. The National Medical Commission (NMC) has thus developed the rules, which were published on February 3, 2022, according to the minister.
