NMC's New Regulations: MBBS Students to Complete Course Within 9 Years of Enrollment

New Delhi: According to the National Medical Commission's new requirements, students pursuing MBBS must complete their program within nine years of the date of enrollment. In addition to this, they will only be given four chances to pass the first-year examination. National Medical Commission (NMC) has suggested there should be standard counselling for admissions to graduate courses at all medical institutions in the country.

The counselling will be held based on the NEET-UG merit list, according to the recently issued Graduate Medical Education Regulations 2023 or GMER-23. "Under no circumstances, the student shall be allowed more than four attempts for the first year (MBBS), and no student shall be permitted to continue the undergraduate medical course after nine years from the date of admission into the course", the NMC stated in a gazette announcement on June 2, 2023.

The Compulsory Rotating Medical Internship Regulations, 2021 provide that a student admitted to a Graduate Medical Education Programme is not considered to have graduated unless he completes his rotating medical internship.

"There will be common counselling for admission to graduate courses in medicine for all medical schools in India based on the NEET-UG merit list, without prejudice to anything mentioned in the current regulations or other NMC regulations," the gazette said.

NEET UG Counselling must entirely be based on the seat matrix given by NMC, with the caveat that common counselling may require as many rounds as necessary. Guidelines for the conduct of common counselling must be published by the Undergraduate Medical Education Board (UGMEB), and the designated authority under Section 17 must conduct the counselling in accordance with the published guidelines.

The government will choose and inform its agency and method for all undergraduate seats, as well as designate a designated authority for the counselling process. The regulations further stated that no medical institution shall admit any candidate to the Graduate Medical Education (GME) programme in violation of these rules.
