Schools not to ask for development and annual charges from parents, declared Delhi HC

It has been recently clarified by the High Court of Delhi that the schools cannot charge annual and development fees in the current scenario. 

The HC declared that since the COVID-19 pandemic is still going on and reopening of schools is not a discussion for anytime soon, schools must not ask for any extra charges. 

On 25th August, Justice Jayant Nath stated that he had acknowledged a plea from the parents’ association at one of the private schools. The plea expressed the parents’ concerns regarding schools asking them to pay for annual and development charges even when the schools are closed.

The parents’ association complained that the school had started charging these fees from July onwards. According to the school, the lockdown had concluded and the charges would now be applicable. 

The court has announced that schools are now restricted to ask parents for annual and development fees until the schools reopen. A hearing for the matter is scheduled for September 16. 

In response to the school’s defense, it was announced that DTE’s circular dated April 18 had asked schools to not ask for development and annual fees. The same circular is still valid as the schools remain physically closed.
