University Grants Commission (UGC) is expected to commence the odd semester for undergraduate (UG) and postgraduate (PG) students for the academic year 2020-21 from November 18, 2020.
Earlier, the UGC had informed the institutions to complete the admission process till October 31, 2020, and commence the classes from November 1, 2020.

As per the guidelines issued by the UGC, Institutions should encourage online/offline/blended mode of options for the teaching-learning process. If there's a postponement in declaring the results of the qualifying entrance exams, then the universities are allowed to commence the academic year from November 18, 2020.
Universities are required to follow the 6-day week pattern for the academic year 2020-21 and 2021-22 to compensate for the academic loss of the batch of 2020 students.
Moreover, the UGC has directed the institutions to refund the full fee in case any student cancels their admissions or migrates to another place, due to the impact of COVID-19. It is mentioned in the guidelines that there should be no cancellation charges until November 30, 2020.
After the deadline, the colleges might deduct an amount of INR 1000 as a processing fee for the cancellation or withdrawal of the admissions.

UGC has informed the universities/colleges to curtail breaks/vacations considering the delay in starting the academic year so that the batch of 2020 students can be facilitated with the award of degree on time.
