Uttar Pradesh: Final Semester University Examinations to be conducted By September 30 as per UGC Guidelines

According to media reports, the Uttar Pradesh Government will conduct the final year/semester examinations in all state universities.

State universities are expected to follow the UGC and HRD Ministry Guidelines issued to universities across the country to conduct the final semester reviews.

The state government of Uttar Pradesh has decided to cancel the intermediate (first and second year) examinations instead of the pandemic.

Deputy Chief Minister Dinesh Sharma said that all undergraduate and postgraduate examinations, except for the final year, had been cancelled.

Sharma also added that students from other classes will be promoted on the basis of internal assessment marks.

He also added that the final year exams in state universities will be completed by 30 September 2020 in offline or online mode, or both, as per protocols issued for the same.

Under the special provisions for the academic year, state universities will give a second chance to students who are unable to attend the examinations to be held.

Sharma added that, in the event that any student is unable to attend the final exams, a second chance will be given and that, according to the convenience of the universities, a further exam will be carried out for those students.

The results of the undergraduate and postgraduate programs will be announced by October 15 to 31, 2020.

The University Grants Commission published the revised guidelines on 6 July 2020 for universities to carry out the examinations on the basis of the COVID-19 pandemic.

The UGC made the final year examinations compulsory for students in all universities.

The guidelines were however opposed by the teachers association, student bodies, and the states including Punjab, Maharashtra, Delhi, Tamil Nadu, Odisha, and Rajasthan. 

UGC Secretary Rajnish Jain has stated that many of the universities in the country have either carried out the exams or are in the process of conducting the exams, since the UGC has asked all states to review and conduct the final semester exams by 30 September 2020, with the UGC even providing options for conducting the exams either online, offline or both.

According to the UGC statement, in response to the guidelines, 640 universities, including 120 recognized universities, 229 private universities, 40 central universities and 251 state universities, have either carried out the exams or planned to carry out the exams.
