PSU IELTS Waiver Pathways for Indian Students
PSU does not publish an India-specific medium-of-instruction (MOI) waiver, but Indian applicants can qualify for an English-test exemption through three published routes on the PSU English proficiency page:
- IB Diploma route: An International Baccalaureate Diploma with 30 or more points (including English A HL or SL) waives the test.
- Accredited ESL completion: Finishing an accredited US-based ESL pathway (such as PSU’s Intensive English Language Program) satisfies the requirement.
- Documentation review: Applicants can submit alternate evidence of English mastery via formal request to international admissions for individual review.

Portland State University MBA Admission
The Portland MBA at PSU’s School of Business is offered in full-time, part-time evening, and hybrid formats. The program is test-optional — the GMAT and GRE are no longer required for admission, though applicants with a GPA below 3.0 are encouraged to submit scores.
Portland MBA Deadlines and Fee
The 2026 MBA cycle closes on 1 September 2026, which is about two weeks from today — Indian applicants aiming for Winter 2027 entry should submit immediately. The 2027 cycle typically opens on 1 October 2026, per the pattern on the Portland MBA page.
- Application opens: 1 October 2025 for the 2026 cycle; 1 October 2026 (est.) for the 2027 cycle.
- Priority scholarship deadline: 1 February 2026 (2026 cycle).
- F-1 visa applicant deadline: 1 April 2026 (2026 cycle) — this is the last realistic date for Indian applicants needing a visa.

- Application fee: USD 67 (INR 6,411), waived for applicants who attend an official info session.
Portland MBA Interview and Work Experience
PSU does not enforce a hard work-experience floor for the full-time Portland MBA, but incoming cohorts average 3 to 5 years of professional experience. Select candidates are invited to an on-campus or virtual interview after initial application review — the interview is not automatic for every applicant. Executive MBA cohorts typically expect five-plus years of managerial experience.
Portland State University Application Process
Indian applicants complete the application in a structured sequence. First-year undergraduate applicants can choose between the Common App and the PSU Application; graduate and transfer applicants use the PSU Application directly.
- Choose your portal. First-year UG applicants can apply via the Common App (2026-27 cycle opened 31 July 2026) or the PSU Application. Graduate applicants use the PSU Graduate Application.
- Pay the application fee. Pay the application fee of USD 60 (INR 5,741) for UG or USD 65 (INR 6,219) for graduate on the PSU application portal. MBA applicants pay USD 67 (INR 6,411).
- Upload academic records. Attach unofficial Class XII marksheets or Bachelor’s transcripts for initial review; officials required at enrollment.
- Submit English test scores. Send IELTS, TOEFL, PTE, or Duolingo scores. TOEFL institution code is 4610.
- Add supporting documents. Include statement of purpose, letters of recommendation (grad), CV, and financial proof for I-20 issuance.
- Track and respond. Monitor the applicant portal; decisions arrive in 4 to 6 weeks after all documents are received.
Portland State University Admission Decisions Timeline
PSU communicates admission decisions via the applicant portal. The typical turnaround is four to six weeks after all required documents are received, though complete applications submitted well before the priority deadline often hear back faster.
- Offer letter: Issued via portal; hard copy follows for I-20 processing.
- Acceptance deadline: Enrollment confirmation deadline is typically one week before term begins — for Fall 2026, that is 21 September 2026.
- Conditional offers: PSU does not offer conditional admission for students below the English minimums; you must meet the score floor before applying.
- Deferral policy: Admitted students may request deferral to the next intake by writing to international admissions before the confirmation deadline.
Portland State University Documents Required for Indian Applicants
All Indian applicants need a standard set of paperwork alongside the online application. Some items are level-specific (SOP and LORs for graduate applicants) and some are triggered only after admission (financial proof for I-20).
- Valid Indian passport: Bio page scan required at application; must be valid for at least six months past intended enrollment.
- Class XII marksheet and certificate: Required for UG; unofficial copies accepted for initial review.
- Bachelor’s degree transcripts and certificate: Required for PG; consolidated marksheets covering all semesters.
- Official English test score report: IELTS TRF, TOEFL score report (code 4610), PTE, or Duolingo, sent from the test provider.
- Statement of Purpose (SOP): Required for all graduate programs; program-specific prompts on the department page.
- Letters of Recommendation: Two to three academic or professional LORs for graduate applicants.
- Curriculum Vitae: Required for graduate and MBA applicants; MBA CV should highlight work experience.
- Financial documentation: Bank statement or letter showing funds for one year of study, plus the PSU Immigration Information Form (post-admission, for I-20).
- Passport-size photograph: Digital JPEG for the I-20 record.
Portland State University Acceptance Rate
Portland State University reports an overall acceptance rate of around 91 percent, placing it firmly in the access-oriented tier of US public research universities — the admissions team admits nearly every applicant who clears the stated GPA and English floors. This is a strong point for Indian applicants with mid-range academic profiles.
What the 91 Percent Rate Means for Indian Applicants
A 91 percent admit rate is not the same as a guaranteed admission. Every application still needs a complete academic file, valid English scores, and financial documentation. Weak points in one area (GPA below 3.0 for graduate) can push the file to committee review even at this rate.
PSU Selectivity by Program
Program-level selectivity varies. MS Computer Science and the Portland MBA see stronger cohorts and higher effective competition, while liberal arts and social sciences majors follow the university-wide 91 percent benchmark closely. PSU’s global ranking sits in the QS ranking band of 1201 to 1400, so applicants weighing selectivity against rank should factor both.
Insider note: The 91 percent rate is institutional; MS Computer Science and MBA applicant pools are self-selecting (stronger applicants) so effective admit rates for those programs run lower — plan a stronger SOP and academic file if you are targeting these.
USA Student Visa Process for Portland State University
Indian students admitted to PSU apply for the F-1 student visa, which is the standard non-immigrant visa for academic study at US universities. PSU issues the Form I-20 after you confirm enrollment and submit financial documentation — you cannot book the visa interview without the I-20.
The F-1 process runs in a fixed sequence: pay the SEVIS I-901 fee of USD 350 (INR 33,488), complete the DS-160 online form, pay the USD 185 (INR 17,701) visa application fee, and book the interview at a US consulate (Mumbai, Delhi, Chennai, Hyderabad, or Kolkata). Financial proof must cover USD 55,089 per year (INR 52.71 Lakhs) — PSU’s published cost of attendance for international students.
2026 update: Indian F-1 applicants should book visa slots at least 90 days ahead of intake — Mumbai and Chennai are seeing extended wait times for student visa interviews through 2026.
Portland State University Admissions Tips and Checklist
The following tips and steps are drawn from Indian-applicant patterns at Portland State University and are sequenced against the priority deadlines above. Read PSU student experiences on the Portland State reviews page for peer context before deciding.
- Book English tests 12 weeks out: IELTS or TOEFL slots in India fill fast — book at least three months before the priority deadline.
- Apply in the priority window: Priority-window applicants get first look at merit awards worth USD 3,000 to USD 10,000 (INR 2.87 Lakhs to INR 9.57 Lakhs).
- Request transcripts 8 weeks early: Indian university transcript issuance can take four to six weeks — start early to hit the document deadline.
- Attend an MBA info session: MBA applicants save the USD 67 (INR 6,411) fee by attending a virtual info session — schedule one before applying.
- Confirm I-20 details before visa booking: Any mismatch between I-20 and DS-160 delays interviews at Indian consulates by weeks.
- Aim for 3.0 GPA on graduate applications: Bachelor’s GPA below 3.0 pushes files to committee review — a strong SOP and optional GRE score help offset.
- Use Common App only for first-year UG: PSU accepts the Common App for first-year international applicants only; graduate applicants must use the PSU Grad Application.
- Send TOEFL scores directly: Use TOEFL institution code 4610 (department 00) to avoid manual score verification delays.
Portland State University admissions are open for Fall 2027 and Winter 2027 intakes, with a 91 percent acceptance rate and clear GPA and English thresholds that make it accessible to Indian applicants meeting the floors. Priority scholarship consideration and I-20 processing timelines are the two deadlines to plan against.

Overview
Beautiful campus with a very diverse population of people, this school offered the courses I wanted to take as a college student. The faculty was incredible in their teachings and the rec was stunning. The community was very accepting of those who are different because it is a liberal city.
Scholarship
No, I did not use any financial aid so I cannot speak to this. I don't know what else to say about this matter.
Overview
The main reason was that I really wanted to be in Portland, Oregon and Portland State University is the only public university in Portland. I really liked their biology program and their sustainability program too. The school also had a relationship with Oregon Health & Science University where I wanted to attend graduate school.
Scholarship
I applied for financial aid online and it was easily granted and then disbursed by the school. I fortunately never had an issue receiving my funds on the disbursement date so that I could pay for classes and books.

Less fees and great career opportunities, lot of Indians and I can do internship after 9 months of stay in USA which not many universities allow
