I'm a military kid, so I live overseas. Do military kids get to pay in-state tuition? Also, can I fill out an application as a resident of the United States rather than as an international student?

If you are a permanent resident of the USA, you can apply as a resident of the United States. Otherwise, you have to fill out the form as an international student.
