The University of Toronto launched the Presidents’ Impact Scholarship on October 5, 2026. The program pays each PhD scholar C$80,000 per year for four years. President Melanie Woodin confirmed the C$100 million fund will back at least 12 new scholars each cycle. The scheme replaces the patchwork of smaller stipends offered to incoming doctoral candidates.

  • The first cohort begins doctoral studies in September 2027, with each scholar locked in for C$320,000 across four years.
  • Applications open in late Fall 2026 through the School of Graduate Studies, with Indian applicants assessed on the same bar as Canadian candidates.
  • Toronto says this is the largest PhD scholarship fund in Canada, built from a C$50 million anonymous gift and matched by the university.

Indian students are the second-largest international group at Toronto’s PhD programmes and have long competed for smaller top-ups like the Connaught scheme. The new scholarship raises the headline stipend above most US and UK peer awards, including Oxford’s Clarendon package.

What Does the Presidents’ Impact Scholarship Cover?

The scholarship pays a flat C$80,000 stipend every year for four years. The amount is a living and research stipend, not a tuition waiver. Toronto’s standard doctoral tuition and health plan are covered separately through the funded cohort guarantee.

Component Value (CAD) INR equivalent at ₹68 per CAD
Annual stipend C$80,000 ₹54.4 lakh per year
Four-year total C$320,000 ₹2.17 crore
Programme fund C$100 million ₹680 crore
Monthly take-home C$6,667 ₹4.5 lakh per month

Key Insight: At C$80,000, the stipend sits roughly 1.9x Canada’s C$41,650 federal Vanier Graduate Scholarship cap. Toronto is paying its scholars more than its own professors earn in starting assistant roles in several humanities faculties.

Who Can Apply From India?

The scholarship is open to Canadian and international PhD applicants on equal footing. Toronto has set no quota by nationality. Indian students with a strong Master’s thesis in the themed cohort area are the direct target cohort.

The 2027 cohort will be built around annual research themes. Toronto has named AI and Health and Sovereignty and the Arctic as sample themes in its launch note. Future themes will span computer science, quantum computing, law, ethics, philosophy, AI safety, genomics, biomedical sciences, sustainability, public policy, and cybersecurity.

Every selected scholar works with two faculty supervisors from different disciplines. This dual-supervisor rule is central to the scheme and is unusual among North American PhD funding packages.

What it means for Indian Students: Indian applicants from pure-discipline backgrounds (a single-department Master’s in physics or law) need to show cross-disciplinary research intent in the SOP. A sole-discipline file is unlikely to clear the dual-supervisor test.

How Will Toronto Pick the 12 Scholars Each Year?

The university has set three selection pillars. Provost Trevor Young and Dean Joshua Barker will chair the review alongside the School of Graduate Studies.

  1. Academic excellence judged on prior degrees, research output, and references.
  2. Innovation track record, measured by patents, publications, or deployed work.
  3. Real-world problem-solving ability tied to the current year’s cohort theme.

Toronto has committed to picking 12 or more scholars annually. The programme also includes external engagement, including government partnerships, international placements, and industry internships.

What Does C$80,000 Mean for Indian PhD Students?

The stipend sits at ₹54.4 lakh a year at ₹68 per CAD, October 2026. That is roughly what a senior data scientist at a Bengaluru tech firm earns before tax. The headline rate also lands above several US Ivy League PhD stipends, which cluster near USD 45,000, or around ₹37.5 lakh at current rates.

Toronto’s cost of living is high. A one-bedroom near St. George campus averages C$2,400 per month, so the stipend covers rent, groceries, and research travel without an external loan or parental top-up.

The dollar-for-dollar comparison with the Connaught International Scholarship is sharper. The Toronto Connaught International Scholarship adds C$10,000 on top of a base package. The Presidents’ Impact award is roughly eight times that top-up and ships with a guaranteed four-year lock-in.

When Can Indian Applicants Submit the Form?

The call for applications is set for late Fall 2026, within weeks of the launch date. Toronto has not published a single deadline because each department sets its own PhD cycle, with most closing between December 2026 and February 2027.

Indian applicants should check the department page for the research theme they are targeting. Study permit processing adds another layer: Canada processes PhD study permits in roughly 14 business days, so a September 2027 start needs a permit application by mid-July 2027.

Key Caveat: The scholarship is a nomination-based scheme. Indian applicants do not apply directly to the Presidents’ Impact fund. They apply to a department’s PhD programme first, flag their interest, and the department forwards names to the central School of Graduate Studies.

Action Plan for Indian PhD Hopefuls

  1. Lock in a valid IELTS or TOEFL score before December 2026 if yours is older than two years.
  2. Shortlist two faculty supervisors from different Toronto departments whose work maps to your Master’s thesis.
  3. Email both supervisors by November 2026 with a one-page research brief tied to a current cohort theme.
  4. Submit the PhD application through the department’s own portal before its posted December 2026 to February 2027 deadline.
  5. Flag interest in the Presidents’ Impact Scholarship in the departmental SOP so the nomination route stays open.
  6. Budget for the CAD 150 study permit fee and biometric cost separately. See Canada Student Visa Fees.

Indian students targeting Toronto’s doctoral programmes now have the single biggest funded route in Canada. The window to position for the inaugural September 2027 cohort opens inside the next few weeks and runs through early 2027. The next cycle will not land until September 2028, so a missed application this year costs a full calendar year.

Next Key Date for 2027 PhD Hopefuls: Toronto’s School of Graduate Studies opens the official Presidents’ Impact Scholarship call in late Fall 2026. Watch the department you are targeting for its PhD deadline between December 2026 and February 2027.
