Delhi University has allowed the Ph.D. students to return to the University hostels in a phased-manner.
The University of Delhi issued a notice on August 19, 2020 seeking the hostels to allow registered bonafide Ph.D. students to return to the hostels. However, the university has also advised following the 14 days self-quarantine as a mandatory precaution in the COVID-19 situation.

The University has clearly stated in its notice that students will be allowed to attend respective research laboratories, only after getting a screening done at University's WUS Health Centre following the mandatory 14 days quarantine period.
Looking at the financial crisis faced across the country in unprecedented times, DU has lessened the electricity and water charges by 50%. The varsity has also instructed the hostel authorities to provide essential items and to open a computer room, TV room, reading room, and library for the hostel students for their comfort.
DU said in a statement, "The University hostels are advised to cut-down the running expenses towards staff as very few students are residing in the hostels. Hostels located in common hostel complexes or are very close to each other may opt for centralized security, sanitization, and office staff, they can even arrange packed food or tiffins from adjacent hostels."
Students have found the DU notice as student-friendly. Since March the country has faced major downfall and most prominently in the education field where students are stuck at their homes with no scope of studying. Returning to hostels will help them to pursue their research activities.
Besides electricity and water charges, the university has also advised hostels not to charge Mess Fees. The final year students are also invited by the varsity, to pay their dues and collect their belongings.
