In a recent update to the Rajya Sabha, Dr. Bharati Pravin Pawar disclosed that 5,715 Indian students are currently enrolled in Ukrainian universities for the September 2023 semester.
New Delhi: Minister of State for Health and Family Welfare, Dr. Bharati Pravin Pawar, informed the Rajya Sabha that according to the Ministry of External Affairs, 5,715 Indian students are currently registered in Ukrainian universities for the semester commencing in September 2023.
Among them, a total of 2,510 students are physically present in Ukraine for offline studies, 2,952 are engaged in online mode, and 242 students are participating in academic mobility programs, studying in third world countries.

NMC's Initiative for Indian FMGs Returning from Ukraine
In addressing the challenges faced by Indian medical students returning from Ukraine and Russia due to the ongoing conflict, Dr. Bharati Pravin Pawar highlighted the government's response.
The National Medical Commission (NMC) has introduced a scheme with the following provisions:
Indian students who were in the final year of their undergraduate medicine course, completed their studies, and received the certificate of completion of the course/degree on or before June 30, 2022, are allowed to participate in the Foreign Medical Graduate (FMG) Examination.
Upon successfully qualifying the FMG examination, foreign medical graduates must undergo a Compulsory Rotating Medical Internship (CRMI) lasting two years, which qualifies them for registration.

The NMC has granted approval for Ukraine's Academic Mobility Program, allowing temporary relocation (during the conflict period) to other universities. Under this provision, FMGs returning from Ukraine are granted a one-time opportunity to finish their outstanding medical course.
The degree, however, may be conferred by the university to which they choose to migrate. In a notice dated November 22, 2023, the NMC has granted an extension of this provision to such students for a period of three months.

Furthermore, to enhance opportunities for medical education in India, the government has expanded the number of medical colleges and MBBS seats. Under the Centrally Sponsored Scheme (CSS) aimed at upgrading district/referral hospitals for establishing new medical colleges, 157 new medical colleges have received approval, with 108 already in operation.
The number of Medical Colleges has surged by 82%, rising from 387 before 2014 to the current count of 706.
Additionally, the MBBS seats have seen a remarkable increase of 112%, growing from 51,348 before 2014 to the current 1,08,940. Furthermore, the number of PG seats has witnessed a surge of 127%, escalating from 31,185 before 2014 to the present 70,674, as stated by the minister.
