UP Colleges, Universities to Reopen from Nov 23; Read Guidelines Here

Uttar Pradesh: State Government has made an official statement on November 17, 2020, regarding the reopening of universities and degree colleges across the state. As per the official notice, higher educational institutions will start operating from November 23 with 50% attendance on a roster basis.

Additionally, the government has notified universities and degree colleges about reopening guidelines to be followed. In view of Covid-19 pandemic, educational institutions have not been functioning since March.

UP Government issues SOPs for Educational Institutions Reopening from Nov 23

Monika Garg, additional Chief Minister of Higher Education sent an order to all the District Magistrates and Registrars of universities. She asked the higher educational institutions to resume classes in a phased manner. The decision was taken to avoid crowding on campus.

As per the Chief Minister’s official notice, Vice-chancellors and principals should lay down MHA issued Standard Operating Procedures (SOPs) to run the institutions. The institutions, students, and parents have been asked to follow the below-mentioned guidelines:

• Classes will have to start with 50% attendance.
• To prevent the spread of the Covid-19 virus, students are requested to wear masks, use hand sanitizers, and maintain social distancing.
• Universities and colleges must make equipment for thermal scanning and hand wash for students and staff.
• Students, teachers, and staffers living in containment zones will not be permitted to enter the institutions.
• Parents shall ensure that their wards are following health protocols while away from home. Additionally, parents shall not give permission to their wards to step out of the home, if they are feeling unwell.
• Students are required to download the Aarogya Setu App.
• At the entry points, students shall enter through a disciplined line. Also, the educational institutions must avoid overcrowding of the students.
• Students are required to sit at a 6 feet distance in the classrooms. Students are not allowed to share books, notes, and laptops.

Moreover, the universities are permitted to reopen hostels if the health protocols can be followed. Hostels will also reopen after a gap of 8 months due to the pandemic crisis. According to the official guidelines regarding the reopening of hostels,

• Students having Covid-19 symptoms or are from the containment zone will not be allowed to stay in hostels.
• Hostellers should take meals in small groups. Dining tables should be avoided.
• Students visiting common areas must wear masks.
• Swimming pools will continue to remain closed.
