Indian Students in Europe 2026: Why Germany, France and Ireland Are Beating the Big Four

Europe has overtaken the traditional Big Four as the fastest-growing region for Indian students, per MEA data published in December 2025. Germany, France and Ireland now pull record Indian enrolments while Canada and US visa flows collapse. The Ministry of External Affairs counted 18.8 lakh Indian students in 153 countries on January 1, 2025. That marks a 5.7% drop from 2024 and a decisive continental shift.

Germany’s Indian enrolment doubled from 28,905 in 2020 to 59,420 in 2024/25, per DAAD figures, making India its top source country ahead of China.
Ireland saw a 50% year-on-year jump to over 7,000 Indian enrolments in 2023/24, overtaking the US as its top international source.
Canada issued just 9,955 study permits to Indians between January and August 2025, down 93% from 149,875 in 2023.

The reshuffle has been building since 2023, when policy tightening in Canada and Australia collided with rising European scholarships and English-taught programmes. Families are now choosing continental Europe on cost, work rights and stability, not brand.

Germany’s public universities charge near-zero tuition, and roughly 60% of Indian students there pursue engineering. France has set a public target of 30,000 Indian students by 2030, more than triple the current count. Ireland’s Indian intake now exceeds American enrolments at Irish universities for the first time on record.

Key Insight: Germany’s shift is structural, not cyclical. Public tuition sits at zero to €500 per semester, and post-study job-search visas run 18 months. That combination makes the total cost of a masters degree lower than most Indian private colleges once scholarships are factored in.

The pull toward Europe has a hard push behind it. Canada capped study permits in January 2024 and again in September 2024, closing spousal work rights for most master’s students. The US saw F-1 issuances to Indians drop 44% in the first half of 2025 after tighter administrative processing and visa slot shortages.

Australia’s new Indian student commencements fell 8% between January and September 2025 after the Genuine Student test replaced the older Genuine Temporary Entrant rule. The UK remains the outlier, with Indian visa grants at 98,015 to June 2025 and a 44% surge in Q2, but its post-study Graduate Visa has been cut from 24 months to 18 months for 2027 entrants.

What it means for Indian Students: The Big Four are not closed, but the cost-to-outcome maths has flipped. A Canadian PG diploma with restricted spousal rights now often carries more risk than a Dublin or Munich masters with EU-wide work mobility built in.

The Ministry of External Affairs put 18.8 lakh Indian students abroad on January 1, 2025, across 153 countries. Of these, 12.54 lakh were in university and tertiary education, and 6.28 lakh in school-level programmes. The total dropped 5.7% from the 2024 figure of about 20 lakh.

Canada still leads on absolute stock, followed by the US, UK and Australia. But new enrolment flow, not stock, is where Europe now dominates. India’s own government data confirms +68% growth for Germany, +49% for Ireland and +33% for France between 2022 and 2024. No Big Four country matched those growth rates over the same period.

What Made Europe Attractive to Indian Applicants

Four levers explain the flip, none of them new but all now aligned:

Tuition: Germany, Norway and parts of France charge minimal fees at public universities. A two-year master's can cost under ₹6 lakh in tuition, versus ₹40 lakh at a US private university.
English-taught programmes: Netherlands, Ireland and Germany now list over 2,000 master's programmes taught fully in English, removing the language barrier that once ring-fenced Europe.
Post-study work: Germany offers an 18-month job-search visa, Ireland a two-year stay-back, France a one-year post-study visa. All beat Canada’s tightened post-graduation work rules.
Schengen mobility: An EU residence permit lets students travel and often work across 27 countries, a lever Canada and the US do not offer.

How Should Indian Applicants Plan the 2027 Intake?

Fall 2026 European intake windows have closed for most public universities. The next live cycle for Indian applicants is the Summer 2027 and Fall 2027 intake.

Lock IELTS or TOEFL by October 2026. German public universities and Dutch research universities require scores at application, not before enrolment.
Prepare APS certificates (Germany). The Academic Evaluation Centre in Delhi requires 4 to 6 weeks for verification and is mandatory for German university applications.
Track deadlines. German winter 2027 applications open December 2026 and close July 15, 2027. Irish September 2027 intake opens November 2026.
Line up funding. DAAD scholarship deadlines for the 2027 intake fall between October and December 2026. Eiffel Excellence for France closes January 2027.
Budget in INR. Blocked accounts in Germany require €11,904 (roughly ₹10.7 lakh) per year at the current INR-EUR rate.

The Big Four still enrol the largest absolute stock of Indian students, but the direction of travel for new applicants has shifted. For the 2027 cycle, the pipeline into Germany, Ireland, France and the Netherlands is set to widen further as scholarships expand and English-taught rosters grow. Applicants who lock tests, funding and APS documents by December 2026 hold the strongest position.
