IIT Mandi provides a total of six B.Tech. courses and a dual course (B.Tech+M.Tech). The admissions procedure is conducted by JoSAA (Joint Seat Allocation Authority). The cut off is given in the form of opening and closing ranks. It is further subdivided into gender-wise cut-offs and category wise cut off.
There were seven rounds of closing ranks that were released in JEE Advanced. The below table shows the closing ranks of the four popular courses for the year 2019 and 2018:

It is quite evident that only in the Computer Science program, the cut off has shown a rise, while in the rest of the courses the cut off has decreased in 2019 as compared to 2018. Based on the information presented above, it clearly shows that the competition is moderately high for admission in certain departments of IIT Mandi as compared to its newly opened counterparts. But still if compared to Non-IITs, there is a cut-throat competition with regard to the admission.
IIT Mandi offers a total of seven courses under the discipline of M.Tech. To become eligible for admission to these programs one must qualify the GATE exam. The lowest cut off was 550 for both M.Tech Communication and Signal Processing M.Tech Power Electronics and Drives, in the year 2018. The cut-off score is comparatively less for IIT Mandi as compared to some of its counterparts like - IIT Madras and Delhi. So students will face a less amount of competition here.
IIT Mandi offers only one M.Sc. program under the discipline of- Chemistry. To be eligible for admission to this program, one must qualify the JAM exam. In the JAM 2019 exam, the cut off was 461 for the general candidates, 884 for OBC, 2620 for SC and 5706 for ST.

It is evident that the closing rank for IIT Mandi is a bit less as compared to IIT Patna. As for the cut off score between IIT Mandi and IIT Guwahati, the difference is quite significant.
Ans. Firstly, it is important to keep in mind that old IIT institutes are highly esteemed. On the other hand, new IITs are also rapidly growing and have overtaken some of the old campuses. So, it is important to not avoid an institute just because it has a fairly new IIT campus. From the given list, IIT Patna was developed 10 years ago and has quickly become a highly accomplished institute in such a short span of time. Keeping the other institutes in mind, here is a brief description about IIT Patna and what it has to offer within the CSE department.
