UC Berkeley Raises English Bar for Indian Graduate: New TOEFL and IELTS Section Cutoffs

What Changed in Berkeley’s English Rules

Berkeley moved to a two-track English rule for Fall 2027, based on when you sat the test. The switch mirrors the ETS scoring overhaul that took effect on January 21, 2026. The Graduate Division now runs parallel score charts. One chart covers TOEFL and IELTS attempts between June 1, 2025 and January 20, 2026. The other covers attempts from January 21, 2026 onwards. The reasons Berkeley published two tracks are simple. Many applicants had already booked test slots under the old scale by mid-2025. Rejecting those valid scores would hurt strong candidates. So Berkeley grandfathered old-scale scores for one intake cycle, then pinned the new bar on top.

• Old scale (before Jan 21, 2026): TOEFL 90 total, IELTS 7.0 overall, no forced section floor.
• New scale (from Jan 21, 2026): TOEFL 5.0 total with 4.5 in Speaking and Writing.
• New scale IELTS: 7.0 overall with a hard 6.5 in Speaking and Writing.
• Test validity: tests sat before June 1, 2025 are not accepted for Fall 2027, no exceptions.

Note: The overall band did not change for IELTS, but the section floor is new. That means an IELTS 7.0 with a 6.0 in Speaking now fails Berkeley, even though it passed for Fall 2026.

TOEFL and IELTS Scores Berkeley Now Wants

The exact Berkeley floor for Fall 2027 depends on your test date and format. The table below sets old and new numbers side by side.

Why Section Cutoffs Hit Indians Hardest

Indian applicants historically post strong Reading and Listening scores but weaker Speaking bands. The new section floor targets exactly that gap.English-medium schooling in India is common, but classroom time favours reading text over live spoken tasks. That trains the eye and ear, not the mouth. The new bar also matters for the F-1 visa interview. If Speaking sinks the Berkeley application, then risk grows at the consulate too. That means retake plans should treat Speaking as the priority section, not an afterthought.

• TOEFL Writing: the new interactive Writing task that mimics an online academic discussion.
• IELTS Speaking: Part 3 discussion where band 7 needs sustained, fluent argument.

Who Can Skip Berkeley’s English Test

Berkeley waives the TOEFL and IELTS only in three narrow cases. Most Indian applicants do not qualify.

1. You hold a bachelor’s degree from an institution based in a country where English is the primary language.
2. You earned a US degree from a regionally accredited institution.
3. You completed at least one year of full-time academic coursework with grades of B or better at a regionally accredited US institution.

 Note: An English-medium bachelor’s degree from an Indian university does not qualify for the Berkeley waiver. The country test comes first, the campus test comes second.

What the waiver gives you

• Gives: a clean skip of the TOEFL and IELTS fee and prep time.
• Does not cover: departmental interviews or spoken-English screening at Haas, EECS or a lab.
• Does not cover: the F-1 visa interview at a US consulate in India.

How the New TOEFL Scale Works

The new TOEFL runs on a 1.0 to 6.0 band scale, aligned to the CEFR. ETS launched the format on January 21, 2026. Each of the four sections, Reading, Listening, Speaking and Writing, gets its own band from 1 to 6 in half-point steps. Score reports from January 2026 to the end of 2028 show both the new band and the old 0 to 120 score side by side. That dual scale helps universities transition. Berkeley reads the new band for tests sat from January 21, 2026 onwards.

Cost to Retake TOEFL or IELTS

A TOEFL retake in India costs INR 18,000, and an IELTS retake costs around INR 17,000. Late fees and rescheduling add on top. Retake cost is one variable in the wider spend around Berkeley applications. Graduate application fees, courier charges and prep classes stack up fast. If a test attempt fails on section score, then the next slot needs booking within four weeks. That means a total budget of at least INR 40,000 for prep and retake.

Important: Berkeley does not accept the IELTS One Skill Retake. If Speaking is your weak section, the whole IELTS test must be booked again. That doubles retake spend for Indian applicants.

Berkeley Fall 2027 Application Deadlines

Most Berkeley graduate programs close between December 1, 2026 and January 15, 2027 for Fall 2027 entry. Each department sets its own date. Berkeley’s Graduate Division does not run one central deadline. Every department publishes its own cutoff. Missing the window by even a day means waiting a full year. English test scores must reach Berkeley before the department deadline, not the day of. ETS and IDP score reports usually take 10 to 15 days to reflect on a US university portal. Book test slots by early November 2026 if you plan to retake.
