Institute of Chartered Accountants of India (ICAI) has received several grievances against the exam centers allotted to the students appearing for Chartered Accountants (CA) November 2020 exam. ICAI has been alleged of not following the MHA exam guidelines amid pandemic.
Ministry of Home Affairs (MHA) SOPs guidelines strictly prohibit ICAI CA 2020 examinations in the Covid-19 containment zone. Even so, there are a few centers where the status of a containment zone has been contradictory.
As per the schedule, ICAI CA 2020 examinations will commence from November 21, 2020. To accommodate candidates in a pandemic situation, the examination will be conducted in 600 exam centers spread across 200 cities including the ‘standby buffer centers’.

A CA aspirant from Kerala stated that as per the Kerala Government’s COVID-19 Jagratha website, his allotted exam center is in the red zone.
He further added, “When I emailed my concerns to the helpdesk, I received a reply saying that the exam center has reiterated that it is not a containment zone. Also, one of my friends has decided to withdraw from CA 2020 November exams who have been allotted the same center.”
Another CA aspirant from Rajasthan claimed that ICAI authorities have not made arrangements for an isolation room like the other national level exams. He further added, “I am an asymptomatic COVID-19 patient and I will not be able to write the exam this year for no fault of mine.”
Since many concerns were raised, ICAI has prompted the candidates to report the exam centers related concerns to their regional coordinators

On November 04, 2020, the Supreme Court has asked ICAI officials to notify the steps taken to solve the CA November 2020 exam centers issue raised by the candidates. To which the institute clarified that centers have been verified and “none of them were declared as Covid-care facilities.”
With this statement released by ICAI, a CA aspirant suspected that his private center Crescent High School and Junior College Pune was within the containment zone and had emailed the school authorities to examine.
Education trust officials who are responsible for organizing CA 2020 exam centers said, related to the issue raised, “The school premises have been booked for the CA exam but the school staff is not aware of the details as none of them are involved in the exam conducting the exercise.”
The Trust official further added that there has been some miscommunication which has caused confusion, as conceded by the school officials. These instances have been creating confusion among the aspirants forcing them to not appear for ICAI CA 2020 examination.
A CA teacher, Amit Jain mentioned that he has received many emails from his students stating their examination center has been allotted in the containment zone. He was the lead petitioner who reached to the Supreme Court regarding CA November 2020 exam issues
He further added, “Since exam authorities have failed to address the core issues, with no alternative left, many candidates will be forced to opt-out of the November exam.”
ICAI had merged the CA 2020 November exam with the May attempt due to the Covid-19 pandemic which has led to a significant rise in the number of aspirants appearing for the November examination.
