New Delhi: Offering an opportunity for a personal hearing of cases pertaining to pending eligibility certificates, the Ethics and Medical Registration Board (EMRB) of the National Medical Commission (NMC) has published a list of 118 medicos.

The NMC has scheduled personal hearings for these individuals in three separate sessions, which will occur from September 22, 2023, to September 27, 2023. The cases of 40 students will be addressed on September 22, 2023, followed by another 40 students on September 25, 2023, and finally, the remaining 38 students' hearing will be heard on September 27, 2023, the NMC said.
On September 19, 2023, the NMC Ethics Board issued a public notice, stating that it had conducted a thorough review of records up to the year 2021. Apart from the 118 candidates previously mentioned, the board has identified an additional 137 cases. These cases are currently awaiting approval from the Ministry of Home Affairs for security clearance, which is essential due to national security concerns.
Regarding these 137 cases, which make up part of the total 255 cases scrutinized by the NMC, the Commission has clarified that they cannot proceed with these cases until they receive the required security clearance.
Medical graduates from overseas are mandated to successfully clear the FMGE (Foreign Medical Graduate Examination) to secure registration and practice privileges in India. However, doctors cannot proceed with FMGE registration or participation without first obtaining an eligibility certificate.
Despite completing all the necessary procedures, numerous candidates were encountering difficulties in acquiring the mandatory eligibility certificate from the Apex Medical Commission.
According to the reports, even FMGs (Foreign Medical Graduates) who submitted their applications in 2021, 2022, and earlier months of 2023 were grappling with this issue. Their applications remained pending at various stages, preventing them from obtaining the requisite certificates and subsequently affecting their ability to participate in the FMGE (Foreign Medical Graduate Examination).
Recently, on September 19, 2023, the NMC Ethics Board issued a public notice, announcing its decision to facilitate personal hearings for cases involving pending eligibility certificates. These cases pertain to the period from January 1, 2018, to December 31, 2021, and are based on the receipt of applications for Eligibility Certificates through the portal.
The notice stated that the Ethics & Medical Registration Board (EMRB) has chosen to grant personal hearings to applicants whose eligibility certificates have been pending with the EMRB at NMC for an extended period due to various reasons, including lack of required information from the applicants.
In this regard, a comprehensive review has been conducted on records up to the year 2021, primarily relying on the receipt of applications for the issuance of Eligibility Certificates via the portal.
Out of the 255 cases identified, 137 are currently awaiting Security Clearance from the Ministry of Home Affairs (MHA) due to concerns related to national security. These 137 cases cannot progress further until security clearance is obtained.
As for the remaining 118 cases, a decision has been made to provide them with an opportunity for in-person hearings, organized in batches and based on the chronological order of their application submissions. This measure aims to expedite the processing of their eligibility certificates.
The NMC has announced that these cases will be divided into three batches, with details of serial numbers, batch assignments, and hearing dates provided as follows:

Hence, the NMC Ethics Board has extended an invitation to these applicants, urging them to ensure their availability for the personal hearing, along with self-attested copies and original documents.
The notice, issued by the Director of EMRB, Raj Krishnan Bhoria, additionally highlighted that if this opportunity is not used, it will be assumed that the candidates are not interested in a personal hearing, and consequently, no further opportunities will be provided
In addition to the notification, the NMC has also released a list of 118 candidates in reference to the Eligibility Cases records spanning from 2018 to 2021, which are categorized based on the receipt of applications through the EC portal.
The Commission's published information includes a range of details, including serial numbers, the year of application receipt, applicant names, application IDs, batch assignments, and the designated dates for their personal hearings.
Earlier, on April 18, 2023, the NMC had set a 30-day deadline for applicants to address the deficiencies in their eligibility certificates. Concurrently, they disclosed a list of 2875 candidates whose applications were pending initiation.
As no action was taken to rectify these application shortcomings even after a span of four months, the NMC has recently taken the step of closing and dismissing the pending applications from 2316 students.
Earlier this year, Dr. Bharati Pravin Pawar, the Union Minister of State for Health, addressed the matter concerning Foreign Medical Graduates (FMGs) and explained to the Lok Sabha that the delay in granting eligibility certificates to FMGs is attributed to the prolonged process of validating the documents provided by the candidates and verifying the admission letters from foreign medical institutions.
