Candidates may choose the betterment option after receiving a Round 3 seat. Their allotted seat then remains provisionally frozen against their name. They wait for a possibly better allotment in Round 4.

If a better seat is offered in Round 4, the earlier one is released. If no better seat comes, the Round 3 allotment stays intact.
