There could be a lot of horse-trading- as in “I taught it last time, now you can.” and variations. Sometimes in some departments the department chair just decides. People often [not always] have a good idea from student scuttlebut who is likely to be the best at it. Some faculty will get a feather over the way something has routinely been taught and want to change it.
