Carney Launches AI for All Strategy on June 4
The federal government unveiled AI for All in Toronto on June 4, 2026. It is a five-year national plan to grow Canada's AI sector. The talent pillar commits to faster entry for skilled AI workers.
The plan targets $200 billion in extra economic growth. At ₹95.26 per USD (June 2026), that is about ₹19 lakh crore. It also aims to lift AI adoption from just over 12% to 60% by 2034.
The work permit promise sits inside this larger strategy. The government will expand the Global Talent Stream to speed up AI hiring. It will also align permanent residence measures to keep that talent.
Important Distinction: There is no separate new AI visa to apply for yet. The acceleration and PR alignment are announced commitments. The live fast-track today is the existing Global Talent Stream.
How Does the 20-Day Global Talent Stream Work?
The Global Talent Stream is part of the Temporary Foreign Worker Program. It splits processing into two ten-day phases. The combined target is 20 business days or less.
An employer first needs a Labour Market Impact Assessment. This is the document proving no local worker was available. Then the worker's permit is processed.

The clock starts only when a complete application enters processing. It does not start while gathering documents. AI roles like data scientists already qualify under existing occupation codes.
What This Means for Indian AI Professionals
India is central to Canada's talent plans. Indian nationals account for nearly 50% of all temporary resident approvals. The fast-track gives Indian engineers a quicker route in.
This contrasts sharply with the student picture. Indian study permit holders fell from nearly 278,000 in 2023 to under 95,000 in 2025 (Moving2Canada). That is a 66% decline in two years.
Refusal rates have also risen sharply for Indians. Canada refused 74% of Indian study permit applications in August 2025 (Reuters). The all-country average was around 40%.
What it means for Indian Students: Canada is not reopening mass study intake. It is deepening high-skill hiring instead. A research masters or PhD in AI now builds a stronger case than a general diploma.
Canada India Talent Strategy Backs the Shift
The work permit news builds on an earlier India deal. Carney signed a Canada-India Talent and Innovation Strategy in March 2026. It focuses on AI, healthcare and clean energy.
That deal included 13 new university partnerships with India. It also carried over $100 million in scholarships and funding. HCL Technologies will grow its Canadian workforce by 75% by 2030.
Both moves point the same way. Canada wants graduate researchers and senior tech professionals from India. General-stream applicants face a tougher road than before.
