Ontario Opens New PR Portal After Masters PhD Streams End

The Ontario Immigrant Nominee Program (OINP) opened its Workforce Priority permanent residence portal on August 4, 2026. The single new stream replaces the closed Master's and PhD Graduate routes that Indian graduates leaned on. Ontario scrapped eight legacy streams on June 25, 2026 under a regulatory overhaul. Applicants now need a permanent Ontario job offer to qualify for a provincial nomination.

All pending Master's and PhD Graduate Expressions of Interest (EOIs) without an invitation to apply were automatically withdrawn on June 25, 2026.
Three pathways sit under the new stream: TEER 0-3 and TEER 4-5 job-offer routes, plus self-employed physicians registered with the College of Physicians and Surgeons of Ontario.
Ontario’s final legacy draw on April 22, 2026 issued 674 Master's and 244 PhD invitations, the last invitations offered to graduates without a job offer.

The overhaul narrows a five-year study-to-PR route Indian graduates had leaned on since 2021. Ontario hosts the largest share of India’s international student population in Canada, and the closed streams were among the province’s most-used pathways for postgraduate applicants.

What graduate degree holders actually lost: there is no longer any OINP pathway for master's or PhD holders without a job offer. Their routes now are the OWP with a full-time permanent Ontario offer, helped by a lower wage threshold the new regulation creates for recent Ontario graduates, or federal options like the Canadian Experience Class.

The new stream runs three pathways, and only physicians can apply without an employer. Every other applicant needs a permanent, full-time Ontario job offer before entering the pool. The province has not yet named a minimum score, and no invitation round has been held under the new rules.

Key Caveat: The 3-month recent-graduate exemption only applies to graduates of publicly funded Canadian institutions. Indian students who studied in Ontario qualify, but only if the offer is TEER 0-3 and permanent full-time, not contract or part-time.

Why Ontario Closed the Master's and PhD Graduate Streams

The province tied the closure to a June 2026 regulatory overhaul aligning OINP with federal labour targets. The old streams let graduates of an Ontario Master's or PhD apply without a job in hand. The eight closed streams also included Employer Job Offer variants and the Ontario Express Entry French-Speaking Skilled Worker route. Phase 2 of the redesign is expected to add entrepreneur and priority healthcare pathways, per the province, though no launch date has been named.

What Happens to Pending OINP Applications From India

Any Indian applicant who had submitted only an EOI under the old Masters or PhD Graduate stream saw that profile withdrawn on June 25, 2026. Anyone who had already been issued an invitation to apply or filed a full application continues under the original rules. The province did not require a fresh EOI from those cases.

Application fees paid on full submissions remain in force. EOI registrations under the old system did not carry a fee, so no refund is due for withdrawn profiles. Affected applicants who still want provincial nomination must register a new EOI under one of the three current pathways.

Important Distinction: An old-stream invitation is not the same as holding a nomination. Only a formal Confirmation of Nomination lets an applicant claim the 600-point Express Entry boost. Anyone still at the EOI stage in June effectively restarts from zero.

How Do Indian Graduates Apply Through the New EOI Portal?

The application runs through the OINP e-Filing Portal. Registration is free and open year-round. Ontario draws invitations from the pool at its own pace.

Secure a permanent full-time Ontario job offer in a TEER 0-3 or TEER 4-5 role, unless applying as a physician.
Take an approved language test (IELTS General or CELPIP for English, TEF or TCF for French) and secure the required CLB.
Create an OINP e-Filing Portal account and complete the Workforce Priority EOI.
Attest to eligibility including education, work history and settlement funds where required.
On receiving an invitation, submit the full application within the stated window and pay the nomination fee.

Graduates already working in Ontario on a Canada Work Permit can register while their permit remains valid. A Post-Graduation Work Permit counts as valid Canadian work status for the residence-in-Canada requirement. Indian graduates in Ontario face a tighter route than the one they signed up for. The new stream rewards those already holding a permanent job offer and CLB 6 or higher. The next invitation round under the new rules will set the real benchmark, and Ontario has not yet named a date.

Action Plan for Affected Indian Applicants

Check your OINP e-Filing account this week to confirm whether your old EOI was withdrawn.
If withdrawn, prioritise converting your current Ontario role into a permanent full-time offer letter.
Book an IELTS General or CELPIP retake if your last score is over two years old.
Register a fresh Workforce Priority EOI once your job offer letter is in hand.
