Canada PGWP Field List Frozen 2026: Diploma Grad Risk

Immigration, Refugees and Citizenship Canada has frozen the Post-Graduation Work Permit eligible field-of-study list for all of 2026. The freeze, announced on January 15, 2026, locks Indian diploma and certificate graduates out of any new programme additions this year. IRCC confirmed no fields will be added or removed from the current 1,107 eligible CIP codes. The rule applies to students who applied for a study permit on or after November 1, 2024.

The freeze closes a door many Indian college applicants had counted on. Public college diploma cohorts feel the sharpest pinch. Their eligibility now depends on whether the exact programme code sits on the frozen list.

What triggered this: Hundreds of international students have been protesting in Calgary after receiving identical PGWP refusal letters in July 2026. Many had enrolled in non-credit courses in 2024 believing these led to PGWP eligibility. Some applicants from the same institution were approved before 7 July, while others were refused days later.

What the PGWP Field of Study Rule Requires

IRCC introduced the field-of-study rule in November 2024. It applies only to graduates of non-degree programmes like college diplomas and certificates. Degree graduates on a bachelor’s, master’s or doctoral track stay exempt. Under the rule, the programme’s Classification of Instructional Programs code must appear on the IRCC list at application time. If the code has been removed, IRCC refuses the Canada work permit outright.

IRCC's baseline requirement is that the applicant must complete a programme of study leading to a degree, diploma or certificate from a designated learning institution. The freeze bites hardest on Indian students enrolled at Canadian public colleges in business, hospitality or general arts diplomas. Many of these CIP codes were pruned from the eligible list during the 2025 revision. That revision added 119 fields and removed 178. Students who applied for study permits on or after November 1, 2024 and picked a since-removed programme now have no route to a PGWP. The 2026 freeze means IRCC will not restore those codes this year.

What it means for Indian Students: A diploma seat in an off-list programme is a dead-end for post-study work. Confirm the CIP code with the college registrar in writing before you deposit fees for a January or May 2027 intake.

Which Programmes Stay on the Eligible List

IRCC has structured the 1,107-code list around occupations in long-term shortage. Six sectors dominate the eligible pool.

Healthcare and social services: nursing, personal support work, medical lab technology, social work.
STEM: engineering, applied science, mathematics and technology programmes.
Skilled trades: carpentry, electrical and plumbing at DLI-recognised training centres.
Agriculture and food production: agri-business and food science diplomas.
Education: early childhood education and teaching assistant tracks.
Transport: commercial driving and logistics programmes.

Information technology diplomas in software development, cybersecurity and network administration also stay eligible at the two-year level. General business, hospitality and management diplomas largely sit outside the list.

Important Distinction: A college being on the Designated Learning Institution list does not mean its diploma is PGWP-eligible. The DLI check and the CIP code check are two separate tests, and both must pass.

The field-of-study rule sits alongside a language requirement introduced in 2024. Every PGWP applicant must submit valid language test results with the application.

The test result must be less than two years old on the PGWP application date. Accepted English tests include IELTS General Training, CELPIP General and PTE Core.

How Do Indian Applicants Check Their CIP Code?

The CIP code is a six-digit identifier IRCC uses to classify every programme. It is not always printed on the offer letter. Indian applicants should follow three steps.

Ask the college registrar for the exact CIP code assigned to the programme in writing.
Match that six-digit code against the IRCC list of currently eligible CIP codes on canada.ca.
Save a dated screenshot of the list showing the code on the day you apply.

The Designated Learning Institution list confirms whether the college itself qualifies. The CIP code check is a separate hurdle. The freeze narrows the runway for Indian diploma applicants targeting a January 2027 or May 2027 intake. The PGWP application fee holds at CAD 255 (about ₹15,800), but a rejection means the entire post-study work plan collapses. IRCC will only revisit the code list in early 2027.

Request the six-digit CIP code from your college in writing before paying the tuition deposit.
Cross-check the code on the IRCC currently eligible CIP codes page and save a dated PDF copy.
Book an IELTS General Training or CELPIP slot to meet the CLB 5 (diploma) or CLB 7 (degree) bar.
File the PGWP application within 180 days of receiving the final transcript from your college.

Next Review Window for the CIP List: IRCC will reconsider additions or removals to the eligible field-of-study list only in early 2027. Applicants for January and May 2027 intakes must plan on the current 1,107-code list staying unchanged.
