The Manitoba Provincial Nominee Program (MPNP) has closed the Career Employment Pathway (CEP), effective immediately. The route lets Manitoba-educated graduates move from a study permit to permanent residence. This directly hits Indian graduates of Manitoba colleges now planning their Canada PR. Manitoba posted the change on its official news page on June 11, 2026. The closure ends the CEP and folds graduates into a work-experience-first pathway instead.

Manitoba Closes Career Employment Pathway Effective June 11
The MPNP retired the CEP under its International Education Stream. The change took effect the day it was announced. Graduates can no longer file fresh CEP applications.
Manitoba said the move creates "clear, consistent criteria for all Manitoba graduates". The province wants tighter alignment between education, work experience and labour-market needs. The CEP, by contrast, allowed a PR bid soon after a qualifying job offer.
What This Means: The "Career Employment Pathway" was a dedicated graduate lane. Its closure does not ban graduates from Manitoba PR. It removes their shortcut and routes them through the general skilled-worker queue instead.
CEP vs Skilled Worker in Manitoba Pathway Compared
The two pathways differ on the biggest lever: work experience. The CEP accepted a fresh qualifying job offer. The Skilled Worker in Manitoba pathway needs six months of Manitoba work first.

CLB/NCLC 7 means a strong intermediate score on Canada's language benchmark. The new pathway drops the fixed band. It instead asks for enough language to do the job and settle.
One rule matters for graduates. Work done while self-employed or while studying full-time does not count. Only post-study, full-time Manitoba employment builds the six months.
How Should Manitoba Graduates Update Their EOI Now?
Graduates with an active CEP profile are not stranded. Manitoba is inviting them to switch into the Skilled Worker in Manitoba pathway. Those with six months of Manitoba work can be picked in future draws.
The province says in-province graduates stay strongly positioned for selection. Manitoba runs targeted Expression of Interest (EOI) draws on a priority basis. An EOI is the profile you submit before any invitation to apply.

Master's and PhD Graduates Keep the Internship Pathway
The closure does not touch every graduate route. The Graduate Internship Pathway (GIP) stays open. It serves eligible master's and doctoral graduates who finish a Mitacs internship.
Mitacs runs national research internships linking students with industry. Postgraduate Indian students in Manitoba should weigh this route. It remains a live PR pathway after the CEP closure.
Manitoba PR Change Lands as Indian Numbers Already Fall
The timing sharpens the impact for Indian families. Study permits to Indians fell to 94,605 in 2025. That is a 49.7% drop from 2024 and roughly a third of 2023's total (ICEF Monitor).
Manitoba still recruits actively despite the rule change. The province has held 11 Skilled Worker draws so far in 2026. Those draws continue on a regular schedule.
