Ontario Ends Master's and PhD PR Streams: Indian Graduates Now Need a Job Offer

Ontario closed eight immigration streams on June 25, 2026, in a major redesign. The shut streams include the Master's Graduate and PhD Graduate permanent residence routes. These streams let Indian graduates seek permanent residence (PR) without a job offer. A new Ontario Workforce Priority stream now demands a job offer instead.

Ontario ends master's and PhD streams

Ontario Closes Eight Streams in Phase One

Ontario amended Regulation 422/17 under its Immigration Act. The changes came into force on June 25, 2026. The province calls this Phase 1 of a two-phase redesign.

The Expression of Interest (EOI) system is now closed to new entries. No further invitations will go out under the old streams. Pending entries without an invitation will be withdrawn over the coming weeks.

The eight closed streams are:

  • Employer Job Offer: Foreign Worker
  • Employer Job Offer: In-Demand Skills
  • Employer Job Offer: International Student
  • Master's Graduate
  • PhD Graduate
  • Express Entry Human Capital Priorities
  • Express Entry French-speaking Skilled Worker
  • Express Entry Skilled Trades

What the Ontario Workforce Priority Stream Requires

The new stream runs on job offers, not degrees. Every pathway needs a full-time permanent Ontario job offer. Self-employed physicians are the only exception.

TEER is Canada's job skill tier system. CLB is the Canadian Language Benchmark score. Recent Ontario graduates get one break here.

They need just 3 months in the job offer role, not the usual six. Ontario also raised its language and education benchmarks across the board.

Important Distinction: The lighter graduate rule cuts required work experience, not the job offer. The offer itself is the wall most students will hit first.


Why This Hits Indian Master's and PhD Graduates

The old Master's and PhD streams asked for a Canadian degree, not an employer. A graduate could seek nomination on study credentials alone. That no-job-offer route is now gone.

Indian students form Canada's largest study cohort, and Ontario hosts the most. Many built their PR plans on the graduate streams. They must now land an Ontario job offer first.

The squeeze is wider than one province. Canada capped new study permits at 155,000 for 2026. Ontario itself holds 14,119 nominations for the year, per IRCC.

What it means for Indian Students: A Canadian master's no longer earns a direct nomination. Your job search now decides your PR odds in Ontario.


How Should Indian Graduates Plan Their PR Now?

The path still exists, but it runs through work. You need an Ontario job offer that matches a TEER band. Use your study time to line that up early.

Your PGWP Canada permit lets you work after graduation. Aim for a permanent role, not a short contract. Push your language score to CLB 6 for TEER 0 to 3 jobs.

Federal Express Entry stays open as a parallel route. It does not need a provincial job offer to enter the pool. Keep both options live while Ontario updates its platform.

Action Plan for Ontario Graduates

  1. Target a full-time permanent job offer in a TEER 0 to 3 role.
  2. Build at least three months in that job as a recent graduate.
  3. Raise your language score to meet the CLB 6 bar.
  4. Enter the federal Express Entry pool as a backup route.
  5. Track the Workforce Priority EOI system, which reopens later this summer.

Ontario's redesign turns a job offer into the price of entry from June 25, 2026. The Master's and PhD nomination routes will not return in this phase. Indian graduates should treat a permanent Ontario job as their PR anchor. The new EOI window is the next date to watch.

When the New EOI System Reopens: Ontario expects to reopen the Workforce Priority EOI system later in summer 2026. A Phase 2 with more streams is planned, with no firm date yet.
