Revenue and Capital Receipts in Government Budget Questions

Revenue receipts compared with capital receipts in the government budget

Revenue receipts neither create liabilities nor reduce government assets. Tax revenue, fees and interest received belong here. Capital receipts create liabilities or reduce assets. Borrowing creates a liability; recovering a loan reduces a financial asset.

  • Separate a loan recovery from interest received on that loan.
  • Explain the asset or liability effect after naming the category.
  • Do not classify a receipt only by how large it is.

Borrowings are capital receipts, but they are not non-debt receipts. This distinction matters when calculating fiscal deficit.

Government Expenditure Classification for PYQ Practice

Use the effect of expenditure to choose its category. Revenue expenditure does not create government assets or reduce liabilities. Capital expenditure creates assets or reduces liabilities. A familiar example is the difference between interest payments and repayment of a loan.

ItemClassificationReason
Interest on government borrowingRevenue expenditureDoes not reduce the principal liability
Repayment of borrowingCapital expenditureReduces government liabilities
Construction of a government roadCapital expenditureCreates a government asset

Budget Deficit Formulas to Recall Before Solving PYQs

Revenue fiscal and primary deficit formulas for Class 12 Economics

Write the formula before substituting values. All figures must use the same unit. Primary deficit excludes interest payments from fiscal deficit. If a question asks what the result means, add a short explanation after the calculation.

MeasureFormula
Revenue deficitRevenue expenditure minus revenue receipts
Fiscal deficitTotal expenditure minus revenue receipts minus non-debt capital receipts
Primary deficitFiscal deficit minus interest payments

Do not deduct borrowings while finding fiscal deficit. The deficit indicates the government's total borrowing requirement.

Government Budget Objectives in Longer Economics Answers

Begin with the objective named in the question. Then explain how a tax or spending measure supports it. Use a simple example that matches the objective. Avoid writing the same paragraph for every budget-policy question.

  • Allocation: spending on public goods and services that markets may provide inadequately.
  • Redistribution: taxes and transfers that help reduce income inequality.
  • Stability: changes in spending and taxes to address inflation or insufficient demand.

How to Practise Government Budget and the Economy PYQs

  1. Read the command word: identify, distinguish, calculate or explain.
  2. Answer the short classification questions without notes.
  3. Write deficit formulas and substitute values on separate lines.
  4. Check every example against the relevant asset or liability rule.
  5. Repeat incorrect questions after revising the NCERT explanation.

Use the question wording and source mark group as a guide to answer length. A distinction needs both sides of the comparison. A calculation needs working as well as the final figure. Past questions support revision; they do not guarantee the next paper's questions.
