Who Now Qualifies for a Post-Study Work Visa

From November 16, 2026, graduate diploma holders with a bachelor's degree can apply for the New Zealand post-study work visa. Immigration New Zealand (INZ) confirmed the start date on September 10, 2026.

NZQCF is the New Zealand Qualifications and Credentials Framework, the country's ladder of qualification levels. INZ set four conditions for the new route:

• A completed graduate diploma at NZQCF Level 7.
• Full-time study in New Zealand for the whole length of that diploma.
• Enrolment for the full duration, with no cross-crediting or recognition of prior learning.
• A bachelor's degree from New Zealand or overseas, with no limit on when it was awarded.

Graduates who meet all four get open work conditions. That means they can work for almost any employer in almost any job.

Graduate diploma holders without a bachelor's face stricter rules. If their diploma is on INZ's list of eligible qualifications, they can still get the visa. They must then work in the occupation named on that list. Those without a listed diploma can apply only for the new 6-month Short-Term Graduate Work Visa.

What the new route gives and does not give:

• Gives: open work rights for as long as the diploma study lasted.
• Does not give: a 3-year visa or a second post-study work visa later.
• Does not cover: part-time study or diplomas completed with credit transfers.

How Long the Post-Study Work Visa Lasts

The New Zealand post-study work visa lasts from a few months to 3 years, depending on the qualification. Master's and doctoral graduates get the longest stay. The new graduate diploma route is capped at 1 year.

Visa length by qualification, per INZ guidance:

INZ bases the length on the study time shown in the offer of place. Failing a course and taking longer does not extend the visa. If a master's runs under 30 weeks because of transferred credits, then it cannot support the 3-year visa. That means the visa may rest on the earlier postgraduate diploma instead, for 1 year.

Key Insight: The new route suits graduates who already hold a degree and want a short New Zealand qualification. It is not a shortcut to the full 3-year visa.

Master's programmes at Victoria University of Wellington are one option for the longer visa.

What Changed From the Old Post-Study Work Rules

Graduate diplomas regain a route to open work rights after four years of tighter rules. Since May 2022, non-degree Level 7 qualifications have qualified only if listed by INZ. Work on those visas is tied to the field of study. A graduate diploma counts as a non-degree Level 7 qualification. So most graduate diploma students were left without post-study work rights unless their course sat on that list.

The change aims to "better align graduate pathways with New Zealand's skills needs," INZ says. The 2026 route adds a bachelor's degree test that the 2018 rules did not have.

The change sits within the government's International Education Going for Growth plan. That plan aims to lift international enrolments by 35,000 by 2034. It also aims to nearly double the sector's value to NZD 7.2 billion, as reported by The PIE News.

New Zealand's New Short-Term Graduate Work Visa

A new Short-Term Graduate Work Visa also opens on November 16, 2026, with 6 months of open work rights. It targets graduates who do not qualify for the post-study work visa.

Graduates need an NZQCF Level 5 to 7 qualification, studied full-time in New Zealand for at least 24 weeks. English language, foundation and bridging courses do not count. Applicants also need NZD 5,000 in funds and must apply within 3 months of their student visa expiring.

Holders cannot return to study freely afterwards. A later student visa needs a bachelor's or higher-level course that leads to post-study work visa eligibility.

Documents and Costs for the Post-Study Work Visa

The post-study work visa costs from NZD 1,670 and needs proof of NZD 5,000 in funds. INZ processes 80% of applications within 5 weeks.

Overseas bachelor's degrees do not need an International Qualification Assessment (IQA). INZ can still check that the degree is genuine. From November 16, 2026, applications move to INZ's upgraded Immigration Online system. Law firm Fragomen reports that paper applications lodged by November 15, 2026 will still be processed.

What the Post-Study Work Change Means for Indians

Indian graduates gain the most, because an Indian bachelor's degree now counts for the new route. India made up 14% of New Zealand's 92,580 international students in 2025. That is roughly 13,000 students, second only to China. No International Qualification Assessment is needed for the Indian degree. Applicants simply show the certificate and official transcript.

A separate India-New Zealand trade deal adds more for Indian students. It was signed on April 27, 2026. It commits to post-study work of up to 3 years for STEM bachelor's and master's graduates. Graduate Diploma or Master's for Post-Study Work

A graduate diploma is the faster route to New Zealand work, while a master's gives the longer visa. The right pick depends on how long a graduate wants to stay.

If a student plans a master's later, then taking the 1-year visa after a diploma uses up the single allowance. That means the 3-year visa after the master's would no longer be possible.

• A graduate diploma suits graduates who want quick local work experience.
• A master's suits graduates who need more time to find a long-term role.
• Either route still needs a job offer or residence plan before the visa ends.
