Fleming College is a publicly funded Ontario college of applied arts and technology in Peterborough, with three regional campuses in Lindsay, Haliburton and Cobourg. The college sits at #60 of 116 Canadian institutions on the Collegedunia Study Abroad 2026 list and is a Post-Graduation Work Permit (PGWP) eligible institution recognised by IRCC.
The college runs more than 100 diploma, advanced diploma and postgraduate certificate programs across seven schools, all taught in English, spanning applied computing, business, health, environmental sciences and skilled trades. Fleming College enrols close to 5,000 full-time learners and admits Indian applicants across three intakes each year — September, January and May — a wider entry rhythm than the two-intake pattern common at Canadian universities. Pathway agreements with universities in Canada such as Trent University let diploma graduates transfer credits toward a bachelor’s degree.

Fleming College Admission Requirements for Indian Applicants 2027
Fleming College sets a program-specific academic bar with a common English-language floor across all international admits.
Postgraduate Certificate applicants:
- Bachelor’s degree or three-year diploma with 55% or CGPA 5.5/10 (recommended, verify on program page)
- IELTS Academic 6.0 overall with no band below 5.5, or TOEFL iBT 80, or PTE Academic 46, or Duolingo English Test 105
- Program-specific prerequisites where listed (business, computing, biology, health background)
- WES or ICAS credential evaluation for select regulated programs
Diploma applicants:
- Class 12 with 55% to 65% overall depending on program (recommended); Practical Nursing needs 65% with biology and chemistry
- IELTS Academic 6.0 overall with no band below 5.5 (same alternatives as above)
- Notarised English-medium transcripts and passport bio-page
Note: Fleming College accepts the Duolingo English Test at a minimum score of 105, which is a helpful backup for Indian applicants who miss an IELTS date; the test can be scheduled and completed at home within 48 hours.
Fleming College Acceptance Rate 2027
The Fleming College acceptance rate is 40% to 50% (estimated) based on third-party admissions data; the college does not publish an official rate. Rates are highly program-specific — Practical Nursing and Paramedic streams run tighter, while sustainable agriculture and heritage carpentry accept a wider band of applicants.
Meeting the recommended academic and English bars is generally sufficient for direct admission to open-enrolment programs. Health and regulated programs work on cohort caps and often close months before the published deadline.
Reality check: Fleming College is not a highly selective institution by rate, but Indian applicants still fail on document quality — unverified academic marks, sub-band IELTS scores, or missing prerequisites derail otherwise strong files.

Insider note: On-campus residence at the Sutherland campus costs CAD 4,075 to 8,150 per semester (INR 2.81 to 5.63 lakh) and includes a meal plan, which usually beats first-year off-campus rentals for Indian students without local guarantors.

Fleming College Campus, Facilities and Student Life
Fleming College operates across four Ontario campuses, with the 200-acre Sutherland Campus in Peterborough serving as the main international student hub.
- Location and transport: Sutherland Campus sits on the north side of Peterborough with a direct city bus route; central London-style transit zones do not apply — a flat single-fare municipal bus network covers the whole city, and the pass is bundled into the ancillary fee.
- Housing: On-campus residence is guaranteed for first-year international students who apply by the residence deadline; shared off-campus rentals near Sutherland run CAD 600 to 900 per bedroom.
- Facilities: The Kawartha Trades and Technology Centre houses trades labs; Sutherland also has a 25-metre pool, fitness centre and a wildlife conservation preserve on site.
- Indian community: Fleming College hosts a South Asian Students Association and an Indian Cultural Club, and Peterborough has grocery stores serving Indian pantry basics within a 15-minute bus ride of Sutherland.
What Indian students say: The small-town setting keeps rent and living costs manageable, and the international office is responsive on visa letters; the trade-off is a thinner part-time job market than Toronto or Mississauga, so early on-campus work applications matter.
Fleming College Scholarships 2027
Fleming College offers one primary entry scholarship for new international students and a set of merit-linked continuation awards; none are India-only, but Indian applicants are fully eligible.
| Scholarship | Type | Award Value | Eligibility | Deadline |

| International Merit Scholarship (A tier) | Merit, continuation | CAD 500 to 1,000 (INR 34,540 to 69,080) | 85% to 89% GPA in first semester | Awarded automatically after Semester 1 |
[Source: Fleming College official scholarships page]
Planning note: The Entry Scholarship is not a full-tuition award — Indian applicants should treat it as an offset, not a funding plan, and pair it with an education loan or family funding for the balance of CAD 15,000 to 30,000 per year.

Fleming College Rankings 2027
Fleming College is ranked #60 of 116 Canadian institutions on the Collegedunia Study Abroad 2026 list. As an Ontario college of applied arts and technology, Fleming College is not assessed by the QS, THE, US News or ARWU global university rankings, which restrict scope to research universities.

Ontario colleges are separately assessed by the provincial Key Performance Indicators (KPI) framework on graduate employment and student satisfaction rather than by international research metrics. Fleming College’s ranking of #60 in Canada places it in the middle tier of applied-education providers on the Collegedunia Study Abroad list.
Key insight: For Indian applicants the ranking matters less than the Designated Learning Institution (DLI) status and PGWP eligibility — both of which Fleming College holds — because those two attributes govern study-permit approval and post-graduation work rights, not world rank.

Fleming College Placements and Career Outcomes 2027
Fleming College reports strong graduate employment through the Ontario KPI survey, though the college does not publish a central placement percentage or median-salary figure for international graduates.
- Graduate employment (Ontario KPI benchmark): Ontario CAAT graduates typically report 80% to 85% employment within six months of graduation across all programs
- Median starting salary (Canadian market median): CAD 42,000 to 55,000 per year (INR 29.01 to 37.99 lakh) for graduate-certificate holders in business, project management or cybersecurity (estimated market median, not disclosed by the college)
- Career support: The Career and Employment Centre runs resume clinics, employer meet-and-greets and posts co-op and post-graduation jobs on the myCampus portal
- PGWP pathway: Graduates of eligible programs may apply for a Post-Graduation Work Permit of up to 3 years, aligned with IRCC’s study in Canada permit framework
- Recruiter sectors: Environmental consulting, health services, small and mid-market business, provincial and municipal government (representative sectors, individual employer lists not officially disclosed)
Insider note: Peterborough’s job market is skewed toward small and mid-sized employers, so Indian graduates who want a large-corporate first job typically commute or relocate to the Greater Toronto Area within six months of graduation.
Fleming College vs Peer Institutions
The peer set below is drawn from other Ontario colleges of applied arts and technology that share Fleming College’s diploma-plus-graduate-certificate profile.
| Institution | Collegedunia Study Abroad 2026 (Canada) | Avg Annual PG Fee (CAD / INR) | Differentiator |
|---|---|---|---|
| Fleming College | #60 of 116 | 18,000 to 24,000 / 12.43 to 16.58 lakh | Small-city cost base plus environmental sciences specialisation |
| Seneca Polytechnic | #38 of 116 | 17,000 to 22,000 / 11.74 to 15.20 lakh | Largest Ontario polytechnic; deep Toronto industry links |
| Centennial College | #42 of 116 | 16,500 to 21,000 / 11.40 to 14.51 lakh | Aviation, engineering technology, downtown Toronto access |
| Conestoga College | #28 of 116 | 17,500 to 24,500 / 12.09 to 16.92 lakh | Kitchener-Waterloo tech corridor; heavy graduate-certificate portfolio |
| Durham College | #71 of 116 | 16,000 to 20,000 / 11.05 to 13.82 lakh | Oshawa location; auto-industry co-op partnerships |
Fleming College stands out on the small-city cost base and the depth of its environmental, natural resources and heritage programs; Indian applicants who prioritise metro job access typically pick Seneca or Centennial, while those chasing a lower COL and specialised environmental streams stay with Fleming.
Applicants comparing across formats should also review the universities in Canada shortlist for bachelor and master’s alternatives before locking a diploma choice.
Fleming College fits Indian applicants whose total investment target sits at INR 40 to 55 lakh across two years of study and living, and who want a PGWP-eligible pathway without paying metro rent premiums. The single strongest Indian-specific advantage is the three-intake calendar, which cushions IRCC study-permit delays — details in the study in Canada guide.
Fleming College is not the right fit for Indian applicants targeting research degrees, a global-brand ranking on the resume, or a downtown-Toronto job market from day one; those goals point instead to Seneca Polytechnic in the metro or a research university such as University of Waterloo.
Fleming College FAQs
Ques. Is Fleming College a Designated Learning Institution for Indian students?
Ans. Yes, Fleming College is a Designated Learning Institution (DLI) recognised by Immigration, Refugees and Citizenship Canada, which is the mandatory prerequisite for a Canadian study permit. The DLI number appears on the letter of acceptance and must be entered on the study-permit application. Indian applicants can therefore apply for a study permit as soon as they hold a Fleming College offer letter without any additional institutional certification step.
Ques. Can Indian students work part-time while studying at Fleming College?
Ans. Yes, Fleming College international students on a valid study permit can work up to 24 hours per week off-campus during regular academic sessions and full-time during scheduled breaks, under current IRCC rules. On-campus work carries no hour cap. Indian students should apply for a Social Insurance Number in the first two weeks after arrival to activate payroll eligibility, and part-time work does not require a separate work-permit application.
Ques. Does Fleming College require the GRE or GMAT for admission?
Ans. No, Fleming College does not require the GRE or GMAT for any diploma, advanced diploma or graduate certificate program, including Global Business Management and Project Management. Admission is decided on academic transcripts, English proficiency and program-specific prerequisites. Indian graduate-certificate applicants therefore do not need to budget for a standardised test beyond the English-language test, which is IELTS 6.0 or an accepted equivalent.
Ques. How much financial proof do Indian applicants need for the study permit?
Ans. Indian applicants for a Fleming College study permit must show proof of one year of tuition paid or funded plus CAD 20,635 in living costs for a single student, under IRCC’s updated cost-of-living threshold. Acceptable proof includes a Guaranteed Investment Certificate from a Canadian bank, an education loan sanction letter and family bank statements for six months. The financial proof requirement is refreshed each year by IRCC.
Ques. Which Indian education loan lenders recognise Fleming College?
Ans. Fleming College is on the approved institution list of most major Indian education-loan lenders, including public-sector banks such as State Bank of India and Bank of Baroda and private lenders like HDFC Credila, Avanse and Auxilo. Indian applicants can secure loans of INR 20 to 40 lakh against parental income or a Guaranteed Investment Certificate. Lenders typically require the Fleming College letter of acceptance and study-permit approval before final disbursement.
Ques. What is the Fleming College application fee refund policy?
Ans. The CAD 100 international application fee at Fleming College is non-refundable regardless of the admission outcome, since it covers document verification and file processing. Tuition deposits paid after offer acceptance are refundable subject to a service fee if the study-permit application is refused by IRCC and the applicant submits the refusal letter within the college’s stated refund window. Indian applicants should retain the IRCC refusal letter carefully.
Ques. Are there English-medium bachelor pathways available through Fleming College?
Ans. Yes, Fleming College holds articulation and pathway agreements with Trent University and other Canadian universities that let diploma and advanced diploma graduates transfer credits toward a bachelor’s degree, often completing the degree in one to two additional years. All instruction is in English, so no additional language qualification is required at the pathway stage beyond the IELTS or equivalent already used for Fleming College admission.
Ques. Can Indian students bring dependants on a Fleming College study permit?
Ans. Indian students at Fleming College can apply for a spouse open work permit only if enrolled in specific programs on IRCC’s approved list, primarily master’s, doctoral or certain professional degrees. Diploma and graduate-certificate programs at Fleming College do not currently qualify for the spouse open work permit under 2026 IRCC rules. Dependants may still apply for a visitor visa, which does not confer work or full-time study rights.

- It has a good infrastructure. Has a lot of class rooms. Not strict in class rooms. Has a student concern department. Has a big food court.
- Also this college has a separate department for students, those who are suffering from mental illness like stress, depression etc, they would give them free counselling and make the students better.
- They also conduct different programs and festivals during the college hours. Those include party in the weekends, throw the ball on principle and Halloween.
Dislikes
- There's some dislikes about this college. The capacity of the college is very low compared to the student intake.
- The intake was high in 2022 but the college couldn't handle the population. And the bus are frequently cancelled during my time. So, I have to book a ride to reach the class. And most important thing was the housing.
- During post covid, housing and part time job was a nightmare for the new students. Even though college helped some students to get housing but most of the students were struggling to get their part time job in Peterborough. Due to this, some of my classmates took a house in GTA area and came from there to college everyday.
Campus Life
- In Fleming we have 3 locations. One is in Peterborough, Lindsay and the last one is in downtown Toronto. As it is mentioned in the question, we have all the facilities and also a pub and a bar inside the campus.
- The major sports event is football, hockey, and baseball. We have a student counsel named Fleming SOC, they are for the students. They will organize some events like fund raising for charity etc.
- The major campus festival is the Halloween party that takes place on October 31st. We don't have any extracurricular activities like India. But they have football, baseball and hockey clubs.
Fees
- I don't have exact info regarding this. But my tuition fee is around $4.5k per semester and I paid $370 for the bus pass for students and alumni fee, wellness center fee and building fee, lab fee.
- Those add up to total of $3.5k. My final fee will look around $10k. My monthly expense will be around $200. Which include my groceries, phone bill, out side food.

Dislikes
- The subjects were great, but the faculty fell short. They only read from slides, and their presentation materials on the portal were poor. So for subjects like CSR wherein you need to rely on the material uploaded on the portal there is nothing.
Overview
Due to a gap of over 13 years, my options were limited, and among them, I found this program to be the most suitable though I was more keen on Saskatchewan Polytechnic. I got the offer letter after I paid the fees to Fleming College.
Campus Life
Parties are organized, but the college lacks a good library with up-to-date books. Additionally, you will be required to purchase books costing between 250 and 300 CAD.
Overview
I chose this college as it's easy to get admission into, also the location is a premium for good exposure. Overall it's a decent experience, as I can't expect any job after this, and also there is not much diversity in a classroom, almost 90% of students are from India which is a negative point.
Campus Life
Campus is the biggest drawback of this college, it has a small campus, just 2 floors.
Overview
SOP and CV, there were no interviews but only application form and my meeting the requirements of the program. It’s proximity to main city, the program length and the curriculum. I would say it was okay. Not that great but not bad either. It was hard to make friends with other cultures. It seemed bit off and didn’t find many friendly ppl except your own. It was hard to trust ppl as everyone was just after getting reference or help for jobs /money.
Campus Life
It was fun but not as much interactive as you’d expect. I think university would have more to offer. For a college it has minimum.

- It is very well reputed college in the field of project management and gives practical knowledge of the field.
- Quality of education is phenomenal as well as applicable in industrial environment. Professors have previously served as project managers in various industries which provide students in depth knowledge and applications of strategies in real world.
Dislikes
- Tight deadlines on submissions makes it difficult for students to meet the deadlines along with part time jobs. Moreover, in person lectures are better than online lectures as it helps to interact with classmates and professor in person.
Campus Life
Campus life is amazing as they always celebrate all the festivals and arrange events every now and then.
Fees
193000 Canadian dollars for international students.

- I like the overall Canadian education system and the way this college treats their international students. I liked Canadian culture, student life and especially the location (Peterborough), as it is one of the most scenic and beautiful town in Ontario province. The social life, insurances, accommodation and services are quite affordable there as compared to other cities. Honestly, my college was best to have an international student experience in a different country as it taught me a lot of things that I would not have learnt if was living in a place where all Indian community is present like Brampton etc.
- Mainly because I am an Architect from India and wanted to establish my own designing firm. So I decided to persue a PG diploma in Project Management that would enable me to start and complete a project on time and in budget. It is an important skill to lean, how to manage your project. Also I wanted to be in a college, where i could experience international zone and Canadian culture and education system that would allow me to jelup in the community. So that was the main reason why I chose this course and mainly this college.
Dislikes
- What I dont like about this college is the strict and zero tolerance environment. You cant really do one single mistake which will affect your grades and overall performance. One more thing that I did not liked is the number of homeless people wandering every time on the streets that sometimes make it difficult for the student to travel and engage with any kind of job. I too have many experiences that i would like to share personally later on.
Overview
As I already mentioned, The campus life was full of creativity, enthusiasm and open mindset students. I learned a lot in campus activities like leadership, creativity and right execution of visualizations. Though I never had group of friends in the college as from the starting I am always independent and self learning person (no showoff), but I always enjoyed my company and learned a lot from experienced people and also I never had a second thought of connecting with different people and creating networks in college and on my jobs.
Campus Life
The campus life was full of creativity, enthusiasm and open mindset students. I learned a lot in campus activities like leadership, creativity and right execution of visualizations. There is a club called SCA(student council association) that deals with all kind of inhouse activities and college fun activities like sports, indoor games, quizzes, competitions, cultural fests and orientation etc. I was the head of the sub club called as VIEW FINDER that involves students with talented skills of filmmaking and photography. Though I never been to library, but its one of the quietest place in college that offers a private conference room if anyone wants to do a group meeting or assignment. Even the library has a unique collections of books. PRO TIP - Always use Tim Horton's WIFI as it is more effective and catches good connection and also used by few.

The college is very helpful to students and address your concerns very well. My overall experience with a College was good.
Campus Life
They have a library Wi-Fi but there are no sports facilities because the campus in Toronto is like really small. It’s just two floors of the building. But they organize field trips to various places.

- This college had the program supply chain management which was of my interest and this is a very reputed college, therefore I chose Fleming College.
- The college was very friendly and it had the most amazing and beautiful campus.
- The faculty is great, experts in their fields and supportive. Fleming College is located in Peterborough, Ontario and it is a very small town.
Dislikes
- It should give more campus jobs. Since Peterborough is a small town, the part time jobs that students apply for takes some time. If students had more and more jobs in campus it would be really easy for the students to look for a job.
Overview
Well to start with I must say that when I first saw the campus infrastructure I was mesmerized. It has a huge campus which included two football grounds, sports and wellness centre and academic buildings. It also includes a large cafeteria and a pub called "Steele Center".
Campus Life
The campus of Fleming College Sutherland campus is the most beautiful among the other campuses and the biggest one. We have a very well equipped gym and swimming pool which has free membership for Fleming students.
