Indian Students Turn to Canada, Australia and Germany Amid US Visa Delays

The US State Department issued 62% fewer F-1 student visas to Indian applicants in the 2025 peak season. The visa collapse is steering Indian students toward Germany, the fastest-rising destination. US F-1 Visas to Indian Students Fell 62% in 2025

US consulates issued just 22,149 F-1 visas to Indian nationals between May and August 2025. That was down from 58,694 in the same months of 2024. The State Department paused most student visa interviews for weeks in mid-2025. New social media vetting then slowed processing further.

US campuses have felt the drop directly. The Institute of International Education surveyed 585 institutions in July 2026. Fifty-nine per cent reported fewer international applications for 2026-27. Seventy-seven per cent said students were choosing other destinations.

What it means for Indian Students: A 61% refusal rate means even strong applicants can be turned away. Treat a US offer as one option, not the plan. Keep a second-country application ready before you book the consular interview.


Why Indian Departures Dropped to 6.26 Lakh

Minister of State for Education Sukanta Majumdar tabled the figures in the Rajya Sabha. Departures slid from 9.08 lakh in 2023 to 7.70 lakh in 2024. They fell again to 6.26 lakh in 2025. The counts come from the Home Ministry's Bureau of Immigration.

Three policy shifts drove the slide. Canada capped new study permits and tightened work rights. The UK banned most taught-master's students from bringing dependants in January 2024. The US posted its highest F-1 refusal rate in a decade.


Germany Overtakes the Field as Students Reroute

Germany is the clear winner from the reshuffle. Its Indian departures rose 68%, while Ireland gained 49%, per Education Ministry data. Both offer English-taught degrees at a fraction of US costs. Germany's public universities charge no tuition fees, per Ministry of External Affairs data on students abroad.

Key Insight: Germany's rise is about cost and access, not prestige. A no-tuition public degree plus a fast visa beats a costly US seat with a 61% refusal risk. The pull is the maths, not the rankings.

Why Are Canada and Australia Not the Safe Fallback?

Many families still assume Canada and Australia are the natural Plan B. The data says otherwise. Canada posted the sharpest fall of any destination at 41%. Australia recorded a double-digit dip of its own.

Both tightened at the same time as the US. Canada cut study permit numbers and trimmed post-study work rights. Australia raised financial proof and student visa fees. Neither is the easy backup it was in 2022.

Key Caveat: Only two of the old favourites are actually growing for Indian students. Germany and Ireland gained while Canada, the US, the UK and Australia all shrank. A backup plan built on Canada may hit the same walls as the US.

Timing decides everything this cycle. US Fall 2027 applications are open, but visa risk stays high. A parallel Germany or Ireland application protects your year. Preparation now beats a scramble after a refusal.

  3. Track German summer 2027 intake deadlines at your chosen universities.
  4. Arrange funds and a blocked account for the German student visa.
