UK university leaders flagged a visa refusal surge in July and August 2026. Indian applicants were among the nationalities most often refused, the leaders said. They raised the alarm in Times Higher Education on September 23, 2026. Universities must now keep refusals below 5% to pass annual Home Office checks.
- Indians won 82,523 UK study visas in the year to June 2026.
- A red-rated university loses at least 10% of its visa sponsorship quota.
- Some UK universities have paused work with recruitment agents in India.
The tighter sponsor rules took effect on June 1, 2026. Every refused student now counts against the university's own licence.

Home Office Raises the Bar on Three Sponsor Tests
The Home Office checks every student sponsor once a year. The rules sit in its Student sponsor compliance guidance, version 06/2026. Sponsors are scored on three tests over the previous 12 months.
| Sponsor Test | Before June 2026 | From June 1, 2026 | From June 1, 2027 |
|---|---|---|---|
| Visa refusal rate | Below 10% | Below 5% | Below 5% |
| Enrolment rate | At least 90% | At least 95% | At least 95% |
| Course completion rate | At least 85% | At least 85% | At least 90% |
The refusal rate counts refused visas against every CAS used. A CAS is the university's sponsorship reference for your visa. Withdrawn CAS do not count.
Important Distinction: Many reports cite a 90% completion bar already. The guidance keeps it at 85% for this first year. Refusals and enrolment are the tests that bite now.
Licence loss is not theoretical. See Bloomsbury Institute Sponsor Licence Revoked for a recent case.
University Leaders Flag Refusal Spike as Home Office Pushes Back
The leaders described the summer rise as unexplained. One said at least a dozen universities had breached the refusal limit. They gave no India-specific refusal figure.
The Home Office called claims of an across-the-board rise inaccurate. It said it welcomes genuine students but needs robust checks. Official refusal data for July to September is not yet public.
India's UK Study Visa Numbers Were Already Falling
India is the second-largest source, per Immigration system statistics.
| Sponsored Study Visas, Year to June 2026 | Figure |
|---|---|
| All grants, including dependants | 3,83,455 (down 11%) |
| Main applicants | 3,65,868 (down 12%) |
| Chinese main applicants | 86,368 (24% share) |
| Indian main applicants | 23% share (down 16%) |
Why January 2027 Applicants Could Feel the Squeeze
A refusal rate between 4% and 5% earns an amber rating. An amber university cannot issue more CAS than it used before. A red rating also brings a 12-month action plan.
What it means for Indian Students: The real filter may now sit before the visa stage. A university protecting its rating could delay or decline a CAS. A strong offer letter no longer guarantees sponsorship.
None of this changes the visa rules for students themselves. It changes how carefully universities choose whom to sponsor. January 2027 applicants may face closer checks on funds and intent.
Action Plan for January 2027 Applicants
- Check your university on the Home Office Register of Student Sponsors.
- Ask your university when it will issue January 2027 CAS.
- Recheck funds against the new UK Student Visa Maintenance Funds rules.
- Use only agents your university names as official partners.
- Review common UK Student Visa Rejection Reasons before you apply.
When Official Refusal Data Lands: The Home Office releases figures to September 2026 on November 26, 2026. Publication is at 9:30am GMT (3:00pm IST).
