transition. Why is the transition period associated with a `population
explosion'?
Concept used. The theory of demographic transition says
that the growth of a population is tied to its overall level of economic
development. Every society is held to pass through the same broad pattern
of population growth as it develops, moving across three stages. A
population explosion means a phase of very rapid population growth.
The basic argument runs through three stages:
First stage: low growth in an underdeveloped society. The
society is technologically backward. Both the birth rate and the
death rate are very high. Because the two are high together, the
gap between them, the net growth rate, stays small. So the
population grows slowly.
Third stage: low growth in a developed society. In a
developed, technologically advanced society both the birth rate and
the death rate have been brought down a lot. Once again the two are
close together, so the gap is small and growth is slow.
The middle: a transitional stage with very high growth.
Between these two stages of slow growth sits a transition from a
backward to an advanced stage. This middle stage is marked by very
high rates of population growth, and this is where the
``population explosion'' takes place.
Why the transition is a `population explosion'. In the transitional
stage the death rate is pulled down quickly, but the birth rate stays high
for a while. The two move at different speeds:
Death rates fall fast because of advances the society now has:
better methods of disease control, public health measures and
improved nutrition.
Birth rates fall slowly because it takes society far longer to
change its reproductive behaviour. The habit of having many
children was formed during the earlier period of poverty and high
death rates, and people are slow to adjust it to the new situation
of relative prosperity and longer life spans.
For a long stretch, then, deaths drop sharply while births stay high. That
wide gap between a high birth rate and a falling death rate is exactly what
produces the rapid surge in numbers, the population explosion.
This is not just history. India is living through this transition right
now. Our mortality (death) rate has come down, but the birth rate has not
fallen to the same extent, so the demographic transition is not yet
complete. That mismatch is the reason India's population is still growing.
Demographic transition links population growth to development
through three stages: high birth and death rates (slow growth), then a
transition (fast growth), then low birth and death rates (slow growth
again). The transition is a ``population explosion'' because the death rate
is cut quickly through better health and nutrition while the birth rate, a
slow-changing social habit, stays high, so for a long period births far
outnumber deaths.

birth-rate line. The theory's central claim is that population growth is

Development pushes the death line down quickly through advanced
disease control, public health and better nutrition. But the birth
line is sticky: having many children is a cultural habit built up
over generations of high mortality, and society is slow to adjust
its reproductive behaviour to the new situation of prosperity and
longer life. The gap between the two lines opens wide, and a wide
gap is exactly what a ``population explosion'' means.
Notice that two of the three stages look almost identical from the outside,
both have slow growth, yet they sit at opposite ends of development. That is
the part students most often miss: slow growth at the start and slow growth
at the end are produced by completely different conditions, high-and-high
versus low-and-low. Only the middle stage is fast, and only because the two
lines move at different speeds.
The lasting lesson is therefore about timing, not just levels. A
society does not explode because births are high in some absolute sense; it
explodes because deaths fall faster than births. The explosion ends only
when the slow-moving birth line finally catches up with the death line.
This is precisely why India, where the death rate has dropped but the birth
rate is still catching up, has not yet completed its demographic transition
and is still growing.
The argument: population growth tracks development across three
stages (slow, fast, slow). The middle stage explodes because the death rate
falls fast (better health and food) while the birth rate, a slow-changing
habit, stays high, opening a wide birth-minus-death gap.

Why did Malthus believe that catastrophic events like famines and
epidemics that cause mass deaths were inevitable?
Concept used. The Malthusian theory of population growth
comes from the English political economist Thomas Robert Malthus
(1766–1834), set out in his Essay on Population (1798). Its core
claim is a mismatch between two rates of growth: the growth of population
and the growth of food (the means of human subsistence).
The argument builds up like this:
Population grows faster than food. Malthus argued that
human populations tend to grow much faster than the means of
subsistence (mainly food, but also clothing and other
agriculture-based products) can grow.
The two grow at different mathematical speeds. Population
rises in geometric progression (like 2, 4, 8, 16, 32),
doubling again and again. Food production can only rise in
arithmetic progression (like 2, 4, 6, 8, 10), adding the
same amount each time. So population growth always overtakes the
growth of food.
Humanity is condemned to poverty. Because numbers keep
outrunning the food supply, Malthus concluded that humanity is
condemned to live in poverty forever. The only way to raise
prosperity is to control the growth of population.
Why catastrophe becomes inevitable. Malthus thought there were two
kinds of ``checks'' on population, and he had little faith in the gentler
one:
Preventive checks are voluntary ways of slowing growth,
such as postponing marriage or practising sexual abstinence or
celibacy. Malthus believed humanity had only a limited ability to
hold its numbers down this way.
Positive checks are famines and diseases. Since the
voluntary route was weak, Malthus held that these positive checks
were inevitable. To him they were nature's own way of
dealing with the imbalance between a limited food supply and an
ever-increasing population.
In short, if people cannot or will not stop multiplying faster than the
food grows, then nature steps in. Mass deaths from famine and epidemic are,
on this view, the unavoidable correction that brings numbers back in line
with the food available.
A common slip is to say Malthus wanted famines or thought they were
good. He did not. He thought they were a tragic but unavoidable
consequence of population outrunning food. Later history proved him wrong:
both food production and living standards kept rising despite rapid
population growth, and critics like liberal and Marxist scholars argued
poverty came from the unequal distribution of resources, not from
sheer numbers.
Malthus believed population grows in geometric progression (2, 4,

question: inevitable. The examiner wants to know why Malthus saw no
escape. The escape route he ruled out is the key, so I build the answer
around the contrast between the two ``checks''.
The arithmetic that traps him. Population doubles
(geometric: 2, 4, 8, 16, 32); food only adds (arithmetic: 2, 4, 6,
8, 10). Lay these two sequences side by side and the food line is
always left further and further behind. The gap is not an accident
of any one bad harvest; it is built into the very difference between
the two rates of growth.
The exit he distrusts. The only humane exit is the
preventive check, people voluntarily holding their numbers down by
postponing marriage or practising abstinence or celibacy. Malthus
judged this human capacity for self-restraint to be weak and
limited, so he did not expect it to save the day.
So the logic closes like a trap. If the food line can never keep up, and if
people cannot reliably restrain their own numbers through preventive
checks, then something else must bring the two back into balance.
That something is the positive check: famine, disease, epidemic and
pestilence. Malthus called these ``nature's way'' of dealing with the
imbalance between food supply and a rising population, which is why he
treated them not as bad luck or avoidable policy failures but as the
necessary, built-in outcome of his model. Once you accept his two premises,
the conclusion of inevitable catastrophe follows automatically.
It is worth adding that this is precisely where his critics struck. Liberal
and Marxist scholars rejected the idea that poverty and starvation came from
sheer numbers; they argued these came instead from the unequal
distribution of resources, a wealthy minority living in luxury
while the majority went without. History sided with the critics: both food
production and living standards kept rising despite rapid population growth.
Why this matters. The deeper point for the exam is that Malthus's
whole pessimism rests on a single assumption, that food cannot grow as fast
as people. The moment that one assumption broke, through improvements in
the productivity of agriculture and better technology, the entire
prediction of inevitable famine and disease collapsed with it.
Because in his model food can never grow as fast as population
(arithmetic versus geometric growth) and voluntary preventive checks are
too weak to close the gap, Malthus concluded that nature's ``positive
checks'', famines and epidemics, must inevitably step in to correct the
imbalance.

What is meant by `birth rate' and `death rate'? Explain why the
birth rate is relatively slow to fall while the death rate declines much

Concept used. Both are rates: a statistic measured
against a standard of comparison. The birth rate is the number of
live births in a given area during a year, divided by that area's total
population in thousands, that is, the number of live births per 1000
population. The death rate is the matching figure for deaths: the
number of deaths in a given area during a year per 1000 population. Both
depend on families reporting their births and deaths.
Why the death rate falls fast. The death rate responds quickly to
practical, external improvements that a society or state can put in place:
Better methods of disease control and mass vaccination programmes.
Improvements in public health and sanitation.
Better nutrition, and greater control over famines and epidemics.
These are things that can be delivered fairly quickly from outside the
family. Once they reach people, deaths drop sharply. In India, the main
reasons the death rate fell after 1921 were exactly these: increased
control over famines and over epidemic diseases.
Why the birth rate is slow to fall. The birth rate behaves very
differently because it is a sociocultural phenomenon, tied to
deep-rooted attitudes rather than to a medicine or a sanitation drive:
It depends on beliefs and habits, not just facilities.
Deciding how many children to have is shaped by custom, values and
family attitudes. These change slowly, far more slowly than a
vaccination drive can be rolled out.
Old reproductive behaviour lingers. The habit of having
many children was formed in an earlier period of poverty and high
death rates, when many children were expected and many did not
survive. People carry this habit forward even after death rates
fall.
Prosperity and education work only gradually. Rising
prosperity does exert a strong downward pull on the birth rate, but
through a slow chain: only once infant mortality falls and levels
of education and awareness rise does family size begin to come down.
So the two rates move at different speeds because they have different
causes. The death rate is driven down quickly by external, deliverable
measures (medicine, sanitation, food). The birth rate falls slowly because
it is governed by attitudes, customs and habits that take a long time to
change.
If you are asked for one line on the contrast, say this: the death rate is
a medical and public-health matter that can be fixed fast, while
the birth rate is a social and cultural matter that changes slowly.
That single distinction earns most of the marks.

one coat: first define both rates, then explain a contrast. I keep the
definitions tight and spend my energy on the ``why'', because that is where
the marks sit. My organising idea: deaths are stopped from outside
the family, births are decided from inside it.
Both are ``per 1000''. Birth rate is the number of live
births per 1000 population in a year; death rate is the number of
deaths per 1000 population in a year. Both are ``crude'' rates,
rough averages for a whole population that do not allow for
differences across age groups, and both rely on families reporting
the births and deaths that take place.
Deaths: an outside fix. A government can vaccinate, build
drains and sanitation, control an epidemic and ship food during a
famine. None of this needs a single household to change its beliefs
or values, so improvements reach people quickly and the death rate
responds fast. In India this is exactly what happened after 1921,
when better control of famines and epidemics pulled the death rate
down.
Births: an inside decision. How many children to have sits
inside the family, governed by custom, religion and the lingering
memory of a time when many children were born precisely because so
many died young. You cannot vaccinate a custom; family size shifts
only as falling infant mortality, rising education, awareness and
prosperity slowly reshape what families actually want.
There is a neat way to test this contrast for yourself. Ask which changes
could be ordered by a government tomorrow and which depend on millions of
private decisions. Vaccines, drains and famine relief belong to the first
group, so the death rate moves quickly. The desired number of children
belongs to the second group, so the birth rate drags.
The wider lesson is the one the whole chapter keeps returning to: the death
rate is mainly a technical and medical variable, while the birth rate is a
social and cultural one. That difference in nature, not just in degree,
is also why a country can find itself stuck in the middle of a population
explosion, with deaths already down but births not yet, and remain there for
decades until attitudes finally catch up.

Which states in India have reached or are very near the
`replacement levels' of population growth? Which ones still have very high
rates of population growth? In your opinion, what could be some of the
reasons for these regional differences?
Concept used. The replacement level is the rate of
population growth needed for new generations to just replace the older ones
that are dying out, so the population stays steady. It is usually read off
the total fertility rate (TFR), the average number of children a
woman has. A society reaches replacement level when its growth rate, the
gap between birth and death rates, is effectively zero.
States that have reached or are near replacement level. These
states have brought their fertility right down:
In 2016, Andhra Pradesh, Himachal Pradesh, Punjab, Tamil Nadu and
West Bengal had each brought their TFR down to 1.7, which is below
the replacement level. The average woman in these states has only
about 1.7 children.
Kerala's TFR is also below the replacement level. At these levels
the population is set to decline in future, not grow.
States that still have very high growth. Some states remain well
above replacement level:
Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh still had very
high TFRs in 2016: 3.3, 2.8, 2.7 and 3.1 respectively.
Bihar and Uttar Pradesh also have the highest birth rates in India.
As per the Economic Survey 2018–19, these two states alone are
expected to account for almost half (about 50%) of the additions
to India's population up to the year 2041, with Uttar Pradesh alone
making up a little less than one-quarter (22%).
Reasons for the regional differences (in my opinion). The contrast
broadly follows differences in development and social conditions:
Levels of development and prosperity. The chapter notes
that rising prosperity exerts a strong downward pull on the birth
rate. The low-fertility states (like Kerala and Tamil Nadu) tend to
be more developed, so their families have already become smaller.
